It is to inform you that the Department of Posts (DOP) has implemented an automated system for the submission and processing of transfer requests under Rule-38 of the Postal Manual Vol.-IV. This system aims to streamline the transfer process and provide convenience to employees. Below are the step-by-step instructions for submitting your transfer application online:


1. Registration / Login:


Visit the portal https://apps.cept.gov.in/rule38requests.

Log in using your Employee ID and Password.

If you are a first-time user, click on the "New Registration/Reset Password" option.

Enter your Employee ID, desired Password, and reconfirm the Password for Registration.

Complete the OTP confirmation process sent to your registered mobile number.

2. Change Password:


You can change your password anytime by clicking on the "Change Password/Register Password" link in the login form.

Enter the old password, provide the new password, and reconfirm it.

Complete the OTP confirmation process sent to your registered mobile number.

3. Application Submission:


After logging in, click on the "Request Form" link in the menu to submit your transfer application.

The application form will display your basic details from the master data.

Fill in the required additional information including Mode of Recruitment, Group, Designation, Present Office of Working, Date from which working in present post, Applying Grounds, Type of Rule 38 applied, No of Rule 38 availed, Date of last availed Rule38 Transfer, Opting Circle, and Preferences.

Upload any necessary supporting documents, especially if applying under the ground of Terminal illness.

Upon successful submission, note down the Unique Request ID for future reference.

4. Wrong Application:


Once submitted, applications cannot be edited. However, you can withdraw the application and submit a fresh one with corrected data if needed.

5. Status Check:


You can check the status of your application by clicking on the "Application Status" option in your login.

No modifications can be made once the request is registered. If required, withdraw the application and submit a new one.

6. Acceptance or Declination:


After provisional approval of your transfer request, you will have 3 days to either Accept or Decline the offer.

Failure to respond within 3 days will be deemed as acceptance, and transfer orders will be issued accordingly.
