In a significant move to strengthen child identity enrolment across the country, the Department of Posts under the Ministry of Communications has reiterated its commitment to continue Bala Aadhaar enrolment services for children aged 0–5 years. These enrolment drives are being facilitated at Anganwadi centres through collaborative efforts involving India Post Payments Bank (IPPB) and Integrated Child Development Services (ICDS).
A recent communication from the Directorate (Letter
No. PB-05/4/2022-PBI-DOP) addressed to all Chief Postmasters General (CPMsG)
clarified that no directive has been issued to discontinue the Child
Enrolment Services (CELC), which has reportedly seen interruptions in certain
circles under the impression that the service had been stopped by IPPB.
The letter, signed by Mithilesh Kumar Mandal, Assistant Director General (PBI-II), emphasized that circles must continue conducting Bala Aadhaar camps as there has been no formal order to halt these services. The directive further requested IPPB’s Chief Service Management Office (CSMO) to furnish circle-wise data of the last three months to ensure transparent tracking of the enrolment progress.
Background
The Bala Aadhaar initiative aims to
provide a unique identity to children below five years, essential for accessing
government welfare schemes, especially under ICDS. India Post, leveraging its
vast network and IPPB infrastructure, plays a vital role in enabling on-ground
enrolment through Child Enrolment Lite Clients (CELC) at local Anganwadi centres.

The circular has been forwarded to:
Senior/Superintendent of Post Offices
in Raipur, Durg, Bilaspur, Raigarh, Surguja, Bastar, and Rajnandgaon divisions.
Chief Manager, IPPB Raipur for
necessary coordination.
Office records for compliance and
reference.
The Chhattisgarh Circle, Raipur, has been particularly asked to take note of the clarification and resume or continue Bala Aadhaar enrolments without delay.
Conclusion
This reaffirmation from the Department
of Posts ensures the continuity of critical services for child identity in
India and reiterates the role of collaborative governance among central
agencies like IPPB, DoP, and ICDS. With a clear directive now in place, circles
are expected to act swiftly and support the national goal of universal Aadhaar
coverage starting from early childhood.
