Department of Posts to Issue Pensioner Identity Cards to All Retiring and Retired Officials

The Department of Posts has decided to issue Pensioner’s Identity Cards to all retiring and retired officials, covering employees under both the CCS (Pension) Rules and the National Pension System (NPS).

The decision has been communicated by the Postal Operations Division through instructions dated 30 September 2026, addressed to all Heads of Circles.

📌 ID Cards for Retiring Officials from November 2026

Pensioner Identity Cards will be issued to all retiring officials/officers from November 2026 onwards. The card is to be prepared in advance and handed over along with the other pension documents at the time of retirement, ensuring that no retiring official leaves service without the card.

👴 Special Drive for Existing Pensioners

A special drive will be undertaken by all Postal Circles to issue Pensioner ID Cards to all retired personnel by December 2026. Camps may also be organised to ensure wider coverage and provide convenient access to pensioners.

A consolidated report on the cards issued during the special drive is to be furnished to the Directorate by 15 January 2027.

💳 PVC Card with Standardised Design

The Pensioner Identity Card will be made of PVC material, similar to a debit/credit card, for better durability. The prescribed standard size is 88 mm × 55 mm. All Circles are required to follow the uniform design to maintain a standardised format across the Department of Posts.

📝 Details on the Card

The front side of the card is common for both CCS Pension Rules and NPS pensioners and includes details such as:

  • Photograph
  • Pensioner’s name
  • Residential address
  • Telephone/Mobile number
  • Blood group
  • Signature of card holder
  • Signature and seal of issuing authority

For officials retiring under the CCS (Pension) Rules, the reverse side will include details such as date of birth, date of retirement, post held, pay details and PPO Number and date. For officials covered under NPS, the reverse side will contain the PRAN Number instead.

🎯 Ensuring No Eligible Pensioner is Left Out

All Heads of Circles have been directed to ensure that the instructions reach every office under their jurisdiction and that implementation is closely monitored so that no eligible retiring or retired official is left out.

The initiative is expected to provide a standardised, durable and convenient identity document to Postal pensioners across the country.
