Department of Posts Issues Guidelines to Improve Visibility and Services of Branch Post Offices

The Department of Posts, Ministry of Communications, Government of India, has issued guidelines to improve the visibility, service hours and engagement of Branch Post Offices (BOs) with local institutions and communities.

In a letter dated April 27, 2023, addressed to all Heads of Circles, the Postal Directorate outlined several measures based on observations made during visits to Branch Post Offices and Sub-Post Offices in Rajasthan Circle from March 3 to 5, 2023, by the Director General Postal Services (DGPS).

Improved Accommodation and Accessibility

Circles have been instructed to explore the feasibility of relocating Branch Post Offices operating in rented premises to Panchayat Bhawans or accommodation provided by Gram Panchayats. This initiative aims to provide better accommodation at a lower cost or free of cost, while ensuring a permanent location for Branch Post Offices.

Review of Branch Post Office Timings

The Department has advised Circles to review the working hours of Branch Post Offices and align them with the receipt of mailbags. Opening Branch Post Offices in the same locality without split office timings may be considered beneficial for Branch Post Office staff as well as villagers and customers. The final decision will depend on mail arrangements and local conditions.

Better Signage and Public Awareness

The guidelines emphasise the importance of proper signboards outside Branch Post Offices to improve visibility and branding. Office timings should also be clearly displayed for the convenience of customers.

The mobile numbers of Mail Overseers must be displayed at the Branch Post Offices under their jurisdiction so that customers can contact them in case of complaints or other service-related issues. The Directorate has also highlighted the importance of establishing direct communication with customers to improve postal services and address public grievances effectively.

Additionally, posters or displays indicating the location, timings and services available at Branch Post Offices should be installed in Panchayat Bhawans and other suitable locations, in coordination with local revenue authorities wherever necessary.

Strengthening Community Engagement

Mail Overseers have been instructed to meet the Sarpanch of the concerned villages and obtain feedback regarding the services provided by Branch Post Offices. The feedback should cover ease of access and visibility, responsiveness and service orientation of Branch Post Office staff, and awareness among villagers about Post Office services and the connections established by Branch Postmasters (BPMs) and Assistant Branch Postmasters (ABPMs) with the communities they serve.

Action Taken Reports and Best Practices

All Postal Circles were requested to share their action taken reports and relevant good practices by May 26, 2023, to strengthen the last-mile connectivity provided by Branch Post Offices.

These measures aim to make Branch Post Offices more accessible, visible and customer-friendly while strengthening their role in delivering postal and financial services to rural communities. Improved infrastructure, suitable working hours, clear public information and stronger engagement with local institutions are expected to enhance service delivery and public confidence in the postal network.
