Department of Posts Clarifies Meaning of “Station” Under Transfer Policy
The Department of Posts, Ministry of Communications, has issued an important clarification regarding the interpretation of the term “Station” under the Transfer Policy Guidelines dated 17 January 2019.
The clarification, issued by the Personnel Division on 2 September 2026, aims to ensure uniform implementation of the transfer policy across Postal Circles.

Post Tenure and Station Tenure Are Different
The Department has clarified that 3-year post tenure and 6-year station tenure are distinct and operate independently.
- Post tenure refers to the period an official remains in a particular post or assignment.
- Station tenure refers to the period of continuous stay at the prescribed Station.
Completion of the 3-year post tenure does not automatically require an official to be transferred outside the Station. An official may instead be rotated to another post or assignment within the same Station or Division, wherever applicable.
Transfer After Completion of Station Tenure
The Department has stated that on completion of the prescribed 6-year station tenure, an official is ordinarily required to be transferred outside the existing Station. However, such transfer will remain subject to the cadre-specific provisions governing the permissible area of transfer.
Clarification Regarding Postal Region and Division
The order further clarifies that a Postal Region should not ordinarily be treated as a Station.
However, in cities where the entire city constitutes one Postal Region, a Division will be treated as a Station for Circle Cadre officials, as specifically provided under Para 5(vii) of the Transfer Policy Guidelines.
Provisions for IP/ASP Officers
For Inspectors of Posts (IP) and Assistant Superintendents of Posts (ASP), completion of the 3-year post tenure may result in rotation to another post within the same Division.
On completion of the 6-year station tenure, posting may be made outside the existing Division, while remaining within the area permitted under the applicable rotational transfer provisions.
Provisions for Divisional Cadre
For Divisional Cadre officials, including Postal Assistants and Sorting Assistants, rotation after completion of post tenure may take place among posts or offices within the same Division.
The Department has also clarified that completion of station tenure will be governed by the provisions applicable to the Divisional Cadre and does not automatically mean transfer outside the Division.
Uniform Implementation
The Department has emphasized that “post tenure” and “station tenure” should not be treated as interchangeable terms. The meaning of “Station” must be interpreted with reference to the Transfer Policy Guidelines along with the applicable cadre-specific transfer and rotational transfer provisions.
The clarification has been issued with the approval of the Competent Authority and is intended to ensure uniform implementation of the Transfer Policy Guidelines dated 17.01.2019 across the Department of Posts.
