🚨 Target-Based Harassment of Postal Employees in Karnataka Circle: BPEF Seeks Immediate Intervention
The Bharatiya Postal Employees Federation (BPEF) has sought immediate intervention from the Department of Posts over alleged target-based harassment and victimisation of Departmental and GDS employees in Karnataka Circle.
In its representation dated 10 September 2026, the Federation raised concerns over the imposition of what it describes as unscientific individual targets, identification of “low performers”, calling for explanations, issuing warnings and memos, and other adverse actions against employees.
📌 Issue of Individual Targets
According to the representation, officials are allegedly being subjected to pressure and individual accountability for achieving targets that, in several cases, are neither scientifically assessed nor officially prescribed for individual employees.
The Federation stated that reports were being compiled in Karnataka Circle through a Google Spreadsheet titled “Action taken against Low Performers and Good Performers during August 2026 (01.08.2026 to 31.08.2026)”.
The information reportedly sought separately for Departmental and GDS employees included:
- Explanations called for from “Low Performers”
- Warnings issued to “Low Performers”
- Memos issued under Rules 16/14/10
- Number of officials rewarded/appreciated and appreciation letters issued.
⚖️ Directorate Clarification on Targets
The Federation referred to the bilateral conciliation/agenda meeting held on 3 August 2026 at Dak Bhawan, New Delhi, between the Member (Personnel), Postal Directorate and BPEF representatives.
As recorded in the minutes cited by the Federation, targets are allotted to Circles for achieving revenue after scientific examination, and no direct targets are assigned to Departmental and GDS employees.
BPEF has therefore questioned the practice of identifying individual “low performers” and taking action based on non-achievement of such targets, stating that it appears contradictory to the Directorate's clarification.
⚠️ Concerns Raised by the Federation
The Federation has expressed apprehension that such practices could lead to:
- Undue pressure to achieve unrealistic and unscientific targets
- Humiliation and harassment in the name of performance monitoring
- Explanations or warnings without officially prescribed individual targets
- Disciplinary proceedings based on parameters not officially assigned to employees
- Deterioration in the working environment and employee morale.
🗣️ Concern Over Undignified Language
The representation also raises concerns regarding the alleged use of unacceptable, humiliating and undignified language by certain supervisory officers while addressing Departmental and GDS employees.
The Federation particularly referred to concerns reportedly arising from a recent meeting with Marketing Executives at Dharwad, involving the Chief Postmaster General, Karnataka Circle. BPEF stated that, if established, such conduct would adversely affect employee dignity, morale and confidence.
📋 Demands for Corrective Action
BPEF has requested the Directorate to issue appropriate directions to the Chief PMG, Karnataka Circle, including:
- Stop the practice of collecting reports on “Low Performers” and action taken against them.
- Ensure that no individual targets are imposed on Departmental or GDS employees contrary to Directorate instructions.
- Withdraw report cards issued to individual employees, as requested by the Federation.
- Ensure that explanations, warnings or disciplinary proceedings under Rules 16/14/10 are not initiated merely for failure to achieve targets that were not officially assigned.
- Direct Divisional and Sub-Divisional Heads to undertake performance monitoring in a scientific, transparent and non-intimidating manner.
- Examine complaints concerning abusive, humiliating or undignified language and take corrective measures wherever allegations are substantiated.
🤝 Appeal for a Dignified Working Environment
The Federation has emphasised that discipline and performance improvement should be achieved through proper administrative procedures and constructive supervision, rather than coercion, humiliation or arbitrary individual targets.
The representation, signed by Anant Kr. Pal, Secretary General, BPEF, concludes with an appeal to the Directorate for appropriate intervention to safeguard the dignity of Departmental and GDS employees and ensure adherence to instructions issued by the competent authority.
