Relief for Postal Employees & GDS: Department of Posts Reiterates No Undue Pressure for Business Targets
The D.O. Letter No. SR-08/3/2022-SR-DOP dated 11.12.2023 was issued by Shri Alok Sharma, Director General, Postal Services, to all Heads of Postal Circles regarding undue pressure on Departmental staff and GDS for achieving business/revenue targets.
Key points of the D.O. letter:
- Refers to the Action Points from the revenue target meeting held on 21.02.2023, where Circles were instructed not to apply undue pressure on staff and GDS for achieving targets.
- Notes that despite these instructions, the Directorate continued to receive complaints from Staff Associations, GDS Associations, and individual employees regarding:
- Harassment for not meeting targets.
- Initiation of disciplinary proceedings solely for poor target achievement.
- Emphasizes that employees often face genuine constraints in achieving targets and should instead be supported through:
- Skill development,
- Training,
- Adequate resources,
- Motivation.
- Clearly states that harassment or disciplinary action merely for failure to achieve business targets is not desirable, as it demotivates employees and creates resentment.
- Directs all Heads of Circles to issue suitable instructions to subordinate officers to prevent such practices and submit an Action Taken Report (ATR).
This D.O. letter has also been cited by the Central Administrative Tribunal in Mahendra Kumar Behera vs Department of Posts (2025) while setting aside disciplinary action based on business target achievement.
