India Post Finalises FRS for Rakhi Mail Discount: 10% Speed Post Concession to Be Fully Automated

The Department of Posts has released the Functional Requirements Specification (FRS) for implementing the Rakhi Mail Special Discount Facility in the Retail Booking System. The document details how the booking software will automatically provide a 10% discount on Inland Speed Post (Document) articles booked as Rakhi Mail, ensuring uniform implementation across all post offices during the Raksha Bandhan season.

Objective of the Enhancement

The FRS aims to promote the use of Inland Speed Post (Document) during Raksha Bandhan by offering a 10% discount on postage charges to retail customers. The enhancement is designed to automate the entire process, eliminate manual calculations, improve customer convenience, and help India Post compete more effectively with private courier operators.

Key Features of the New System

The revised booking application will include several new features, including:

  • A dedicated "Rakhi Mail" option in the retail booking screen.
  • Automatic application of the 10% discount on eligible postage charges.
  • Backend configuration for scheme validity, discount percentage, and article limits.
  • Receipt generation displaying discount details.
  • Complete audit trail and MIS reporting for monitoring the scheme.

Eligibility Rules

The FRS specifies that the discount will be available only when:

  • The booking is made during the notified Rakhi Mail period.
  • The service selected is Inland Speed Post (Document).
  • The booking is made by a retail customer at the post office counter.
  • A maximum of five Rakhi Mail articles are booked in a single transaction.
  • The Counter PA selects the "Rakhi Mail" option while booking.

Automated Booking Process

Once the Counter PA selects the Rakhi Mail option, the system will automatically validate all eligibility conditions. If the booking qualifies, the software will instantly calculate the discount and print it on the booking receipt along with the applicable GST, value-added service charges (if any), and the final payable amount.

If the scheme is inactive or the article limit is exceeded, the system will display appropriate validation messages such as "Rakhi Mail Discount Scheme is presently not active" or "Maximum permissible Rakhi Mail articles exceeded."

MIS Reports for Better Monitoring

The new system will also generate dedicated Rakhi Mail MIS Reports with filters for Circle, Region, Division, Booking Office, and date range. Reports will provide information such as:

  • Total Rakhi Mail articles booked.
  • Gross postage revenue.
  • Total discount provided.
  • Net revenue after discount.
  • Value Added Service (VAS) revenue.
  • Total revenue collected.

Detailed transaction reports will also capture article numbers, sender and destination PIN codes, discount amount, GST, and final booking charges for effective monitoring and audit purposes.

A Step Towards Digital and Customer-Friendly Services

With the implementation of this FRS, India Post is introducing a fully automated and transparent Rakhi Mail discount facility. The enhancement simplifies booking operations, improves customer experience, and provides postal administrators with real-time business insights, making festive season services more efficient and customer-centric.
