Department of Posts Constitutes High-Level Committee for Cadre Review of IP/ASP and Postal Service Group 'B'
In a significant move towards strengthening the Postal Service Group 'B' cadre, the Department of Posts, Ministry of Communications, has constituted a High-Level Committee to undertake a comprehensive Cadre Review of the Inspector Posts (IP), Assistant Superintendent of Posts (ASP), and Postal Service Group 'B' Cadre. The Office Memorandum, issued on 9 July 2026, states that the committee has been formed with the approval of the Competent Authority in accordance with the Cadre Review guidelines issued by the Department of Personnel & Training (DoP&T).

The committee will be chaired by Shri K. Prakash, Member (Personnel) and comprises senior officers from the Directorate and Postal Circles. It has also been empowered to co-opt officers and subject matter experts whenever necessary for the effective discharge of its responsibilities.
Key Areas of the Cadre Review
The committee has been entrusted with examining several important aspects of the Postal Service Group 'B' cadre, including:
- Review of the existing sanctioned strength and cadre structure.
- Assessment of manpower requirements in view of digital transformation and emerging business needs.
- Examination of the need for creation, abolition, upgradation, redeployment, or redistribution of posts.
- Review of the roles and responsibilities of IPs, ASPs, Group 'A' officers, and Group 'B' Divisional Heads.
- Evaluation of promotional avenues, career progression, and adequate promotional opportunities.
- Review of the recruitment pattern, feeder cadres, and promotional hierarchy.
- Assessment of the administrative and financial implications of the proposed cadre structure.
- Consultation with Postal Circles and other stakeholders before finalizing its recommendations.
Report to be Submitted Within Three Months
As per the Office Memorandum, the committee has been directed to submit its report within three months from the date of issue of the order. The recommendations are expected to provide a roadmap for modernizing the Postal Service Group 'B' cadre in line with the Department's evolving operational and administrative requirements.
