AIAIASP Karnataka Raises Key Welfare and Administrative Issues Ahead of Bi-Monthly Meeting
The All India Association of Inspectors and Assistant Superintendents Posts (AIAIASP), Karnataka Circle, has submitted a detailed agenda to the Postmaster General, Bengaluru HQ Region, ahead of the Bi-Monthly Meeting scheduled for 16 July 2026. Through its representation, the Association has highlighted several long-pending issues affecting the working conditions and career progression of Inspectors Posts (IPs) and Assistant Superintendents of Posts (ASPs), seeking early intervention from the Postal Administration.
Demand for Replacement and Supply of Departmental Laptops
One of the major issues raised by the Association is the urgent replacement of obsolete laptops and the supply of departmental laptops to all eligible IPs and ASPs.
The Association pointed out that the responsibilities of field officers have become entirely technology-driven, requiring them to work extensively on various departmental applications, digital monitoring systems, inspections, financial reviews, disciplinary matters, establishment work, business monitoring, grievance redressal, and multiple online portals.
However, many officers continue to use outdated laptops that suffer from slow performance, battery failures, and frequent hardware issues, affecting the timely disposal of official work. In addition, several officers are yet to receive departmental laptops and are forced to use their personal devices, raising concerns regarding data security, confidentiality, and additional financial burden.
Since the Postal Directorate has already enhanced the financial ceiling for laptop procurement, the Association has requested the administration to replace obsolete laptops on priority, provide laptops to all eligible officers, and allocate sufficient budget to ensure uninterrupted digital functioning.
Proposal for RSBT Cells at the Sub-Divisional Level
The Association has also proposed the formation of RSBT Cells up to the Sub-Divisional level to strengthen the implementation of Rural Sub Office and Branch Office Transformation initiatives.
According to the Association, the ongoing transformation programme has significantly increased the responsibilities of field officers. Establishing dedicated RSBT Cells at the Sub-Divisional level would improve monitoring, enhance coordination between Divisional and Sub-Divisional offices, facilitate quicker resolution of operational issues, and ensure timely implementation of Directorate instructions.
The Association believes that such a structured mechanism would improve accountability, strengthen field-level support, and contribute to the successful implementation of transformation initiatives across the Bengaluru HQ Region.
Early Conduct of MACP DPCs for Eligible Officers
Another important issue highlighted in the agenda is the delay in conducting Departmental Promotion Committees (DPCs) for granting Modified Assured Career Progression (MACP) benefits to eligible Inspectors Posts and Assistant Superintendents of Posts.
The Association expressed concern that while MACP benefits are being extended to several other cadres on time, eligible IPs and ASPs continue to face prolonged delays despite completing the required qualifying service. This results in financial loss and adversely impacts the morale of officers entrusted with significant administrative and operational responsibilities.
The Association has requested the Postal Administration to convene the pending DPCs immediately, clear all existing backlogs, and establish a regular mechanism for conducting MACP DPCs periodically to ensure timely financial progression and parity with other cadres.
Association Seeks Positive Consideration
Concluding its representation, the AIAIASP Karnataka Circle expressed confidence that favourable consideration of these long-pending issues would significantly improve the efficiency, motivation, and working conditions of Inspectors Posts and Assistant Superintendents of Posts.
The Association has appealed to the Postmaster General, Bengaluru HQ Region, to take positive action on the demands so that field officers are better equipped to discharge their increasing responsibilities and continue contributing effectively towards strengthening postal services in the region.
