India Post Makes Online CEA Claim Submission Mandatory Through APT 2.0

The Department of Posts has introduced a new digital system for submission and processing of Children Education Allowance (CEA) claims through APT 2.0. As per the Office Memorandum issued on 21 May 2026, all employees must now submit their CEA reimbursement claims online using the APT 2.0 platform

According to the Department, the new functionality developed by CEPT provides a complete digital workflow for submission, verification, approval, and payment of CEA claims. Employees will also be able to upload supporting documents online, while authorities can perform system-based verification checks.

However, the Department has clarified that physical copies of the claim forms along with supporting documents must still be submitted to the concerned office or DDO for verification and record purposes.

The SOP explains that employees can submit claims through the Employee Self Service portal in APT by selecting the “Children Education Allowance” option under reimbursements. Employees need to enter details such as academic year, institute name, claim amount, hostel subsidy (if applicable), and upload supporting documents before final submission.

The workflow also includes:

  • Verification by the Pay Verification Authority

  • Approval by the Sanctioning Authority

  • Disbursement by DDO through POSB or bank payment system

  • Generation of payroll and accounting reports

The Department stated that online submission through APT 2.0 has now become mandatory for all CEA claims to improve transparency, faster processing, and better digital record management.
