Kindly refer to your letter No. 11/Treasury Allow /2020 dated 12.08.2021 on the subject cited above. In this context it is intimated that DOPT OM No. 4/6/2017- Estt. (Pay-II) DATED 18.01.2019 & clarification has already been issue on dated 17.10.2019
2 The issues raised by the union were examined as per existing instructions of Nodal Ministry which are as follows:-
Query No 1 Allowing Treasury allowance & cash handing allowances for all Treasures, Cashiers and Cash Overseers (Postman)
Clarification - Already clarified in query no 3 dated 17.10.2019
Query No 2 SPMs working in C & B class and in other offices where separate Treasurer Post is not available are eligible for drawl of Cash Handling allowances.
Clarification - Already clarified in query no 1 dated 17.10.2019.
Query No 3 Regular SPM is on leave In vacant likewise Treasury Post is vacant or official on leave for more than 15 days the allowances should be paid to the concerned incumbent.
Clarification- As per Para 05 of DOPT order dated 18.01.2019, allowance is to be granted to the appointed cashier only. Hence the allowance is not granted in leave vacancy of incumbent.
