The Department of Posts, Ministry of Communications, has issued instructions for verification of membership for recognition of Service Associations under the CCS (RSA) Rules, 1993 and Gramin Dak Sevak (GDS) Associations under the GDS (EDA) Rules, 1995

As per the communication issued by the SR Section, the competent authority has decided to conduct membership verification through the check-off system in payrolls using an online portal called the Membership Verification System (MVS).
Verification Through Membership Verification System
The membership verification exercise will cover both:
- Service Associations under the CCS (RSA) Rules, 1993; and
- GDS Associations under the GDS (EDA) Rules, 1995.
For the purpose of verification, the Department has identified 15 distinct categories for Service Associations. Associations have been directed to submit their applications only under their respective identified category.
Documents Required from Associations
All Service Associations and GDS Associations intending to participate in the verification process were required to submit their applications to the SR Section along with the following documents/information:
- Memorandum of the Association
- Constitution/Bye-laws of the Association
- List of Office Bearers
- Estimated Membership Strength
The communication specified 31 August 2026 as the last date for submission of the applications and required documents.
Constitution and Eligible Cadre
The Department has also instructed associations to ensure that their Constitution/Bye-laws are drafted or amended in accordance with the Department's policy.
Importantly, the Constitution/Bye-laws should clearly specify the eligible cadre(s) represented by the Association. Service Associations must also clearly mention the category under which the application for recognition is being submitted.
Mobile Number and Email ID Linking with APT IT 2.0
Since the re-verification process will be conducted through the online portal, the Department has highlighted the importance of employees and Gramin Dak Sevaks having their mobile number and email ID linked with APT IT 2.0.
The Membership Verification System will utilise employee and GDS data mapped with APT IT 2.0. Therefore, employees and GDSs have been advised to ensure that their relevant contact details are properly linked with the system.
Wide Publicity to Be Given
All Heads of Circles and Regions have been requested to direct the concerned Divisional Heads to sensitize employees and Gramin Dak Sevaks regarding the membership verification process and the importance of linking their mobile number and email ID with APT IT 2.0.
The Department has also requested Heads of Circles, Heads of Regions, Federations, Service Associations and GDS Associations to give wide publicity to the communication.

The introduction of the Membership Verification System (MVS) provides an online mechanism for verifying membership through the check-off system in payrolls. Since the system is linked with employee/GDS information mapped through APT IT 2.0, accurate employee data and properly linked contact details are important for the smooth conduct of the verification process.
