Department of Posts Proposes Revised Process for Verification of Service Association Membership
The Department of Posts has proposed a revised Standard Operating Procedure (SOP) for the verification of membership of Service Associations and GDS Associations, with the objective of making the process more streamlined and enabling greater use of the ESS/CSI portal. The recommendations were made by a committee constituted to suggest modifications and a better system for verification of associations
Online Membership Authorisation for Departmental Employees
Under the proposed process, regular departmental employees will be able to access the association verification facility through the Employee Self Service (ESS) portal using their existing user ID and password. Employees can submit their authorisation online for deduction of association subscription from their payroll.
The submitted details will electronically reach the concerned Divisional Office, where the system will consolidate employees' names association-wise. After verification with the respective association, the Divisional Office will approve the details and forward them to the DDO for subscription recovery.
Revised Process for GDS Employees
A separate process has been proposed for GDS employees. The GDS will submit the prescribed authorisation form to the concerned Account Office. The applications will then be forwarded to the Divisional Office, where the authorised details will be entered online through the ESS/MSS system.
The Divisional Head will verify and approve the membership details after confirmation from the concerned GDS Association. The approved details will then be forwarded to the Account Office for recovery of subscription from the GDS payroll.
Key Changes Suggested for the Online System
The committee has recommended simplifying the online form by using dropdown menus and reducing the amount of information employees are required to enter manually. Among the recommendations are that the membership number should be generated by the system, association-wise subscription data should be provided by the SR Section, and uploading a scanned membership form should preferably be optional.
The system should also generate a printable PDF receipt after submission for the employee's records. The committee further suggested that the list of eligible associations and their distinct categories should be maintained by the SR Section and updated whenever required.
Membership Changes and Subscription Recovery
The proposed SOP provides that an employee's consent for subscription deduction will remain valid until it is altered or withdrawn. Revision of membership can be exercised during 1 April to 30 April, with the revised option becoming effective from July. The committee also noted that withdrawal of membership should be processed promptly so that the next subscription deduction can be stopped.
The process flow envisages verification by the Divisional Head followed by authorisation by the DDO, after which the request flows to the payroll system for recovery of subscription. The proposed system is intended to reduce manual handling and provide a more transparent electronic workflow.
Additional Access for Disputed Membership Entries
The committee has also proposed providing additional access to the Head of Circle to enable correction or removal of wrong or disputed membership entries at a later stage.
