The Department of Posts has released an Operational Guide for Controlling Authorities in the LDCE/CE (Recruitment) Module of APT 2.0. The guide provides a step-by-step overview of the processes to be followed by Controlling Authorities while handling examination applications through the APT 2.0 system.

Scope of the Operational Guide

The document specifically covers the Controlling Authority role in the LDCE/CE Module and explains the various functions available after an employee logs in with the required Controlling Authority role.

The required role is specified as Controlling Authority under Recruitment Module (RCM-CA-RUD). The main functions available to the Controlling Authority include:

  • Notification Management
  • Initial Verification of Applications
  • Reports


Notification Management

The Notification Management section allows the Controlling Authority to access examination-related notifications.

After selecting the relevant Exam Year, the dashboard displays the active notifications pertaining to that year. By clicking on the notification number, the complete details of the notification can be viewed.

The module also provides a View Orders and Rulings facility. After selecting the Exam Year and Exam Name and clicking the Submit button, the notification-related documents, orders and rulings uploaded during creation of the notification can be displayed.

Individual documents can be opened and downloaded using the Eye symbol.

Initial Verification of Applications

One of the important responsibilities of the Controlling Authority is the Initial Verification (Level 1) of examination applications.

The Initial Verification dashboard allows the Controlling Authority to select:

  • Exam Year – Recruitment year of the LDCE/CE examination
  • Exam Name – Name of the LDCE/CE examination
  • Application Status – Such as All, Submitted, Resubmitted, Recommended and Not Recommended

After selecting the required parameters and clicking Submit, the list of applications is displayed for verification.

Verification of Candidate Details

The Controlling Authority can click the Verify option against an application number to examine the complete application details.

The guide instructs the Controlling Authority to carefully verify all available information and fields. Where the system provides Correct/Incorrect options, the Controlling Authority can mark an entry as incorrect and provide appropriate remarks.

The verification process covers details such as:

  • Basic candidate details
  • Office history
  • Photograph
  • Signature
  • Service history
  • Other information provided in the application

If any information is found to be incorrect, the application can be returned to the candidate with appropriate remarks for correction.

Return to Candidate or Forward to Nodal Authority

The module provides a clear workflow based on the verification outcome.

If any entry is marked as “Incorrect,” the Return to Candidate option becomes available. The candidate can then make the necessary corrections and resubmit the application.

If all entries are marked as “Correct,” the Forward to NA option becomes enabled, allowing the application to be forwarded to the Nodal Authority.

When an application is returned to the candidate, its status on the dashboard changes to “Verification Reverted.”

After the candidate resubmits the application, the Controlling Authority can verify it again. If any details remain incorrect, the application can again be returned for correction and resubmission. Once all details are verified as correct, the application can be forwarded to the Nodal Authority.

Reports Available for Controlling Authorities

The APT 2.0 LDCE/CE Module also provides a dedicated Reports section for Controlling Authorities.

According to the Operational Guide, the following reports are available:

  • Full Detailed Report
  • Recommendation Report
  • Application Status Report
  • Summary Recommendation Report
  • Summary Application Status Report

These reports can be used by the Controlling Authority according to their requirements for monitoring and managing examination applications.
