India Post Membership Verification 2026: MVS Online Process Announced for Service & GDS Associations

Department of Posts Begins Membership Re-Verification of Service Associations Through Online MVS Portal

The Department of Posts has initiated the process for verification of membership of Service Associations and Gramin Dak Sevak (GDS) Associations through an online Membership Verification System (MVS).

The initiative is being undertaken for recognition of Service Associations under the CCS (RSA) Rules, 1993 and GDS Associations under the GDS (EDA) Rules, 1995.

Membership Verification Through Online Portal

As per the Department's communication, the Competent Authority has decided to conduct membership verification through the check-off system in payrolls using the online Membership Verification System (MVS).

The verification will cover both:

  • Service Associations under CCS (RSA) Rules, 1993
  • Gramin Dak Sevak (GDS) Associations under GDS (EDA) Rules, 1995

The Department has identified 15 distinct categories for Service Associations, and associations are required to submit their applications under their respective identified category.

Last Date for Submission: 31 August 2026

Service Associations and GDS Associations intending to participate in the verification process are required to submit their applications to the SR Section by 31.08.2026.

Documents Required

Associations have been asked to submit the following documents/information:

  1. Memorandum of the Association
  2. Constitution/Bye-laws of the Association
  3. List of Office Bearers
  4. Estimated Membership Strength

Constitution and Bye-Laws to Clearly Mention Eligible Cadre

The Department has also directed associations to ensure that their Constitution/Bye-laws are drafted or amended in accordance with departmental policy.

The Constitution/Bye-laws should specifically mention the eligible cadre(s) represented by the Association. Service Associations must also clearly indicate the category under which the application for recognition is being submitted.

Employees and GDS Members Should Link Mobile Number and Email with APT IT 2.0

An important aspect of the new online verification process is its integration with employee/GDS data mapped with APT IT 2.0.

Therefore, Heads of Circles/Regions have been requested to direct Divisional Heads to sensitise employees and GDS members about the importance of linking their mobile number and email ID with APT IT 2.0. The Membership Verification System will use the employee/GDS data available through APT IT 2.0.

Wide Publicity Directed

The Department has requested all Heads of Circles, Heads of Regions, Federations, Service Associations and GDS Associations to give wide publicity to the communication so that eligible employees and GDS members are aware of the membership verification process.

What Associations Should Do Now

All concerned Service Associations and GDS Associations intending to participate should verify their category, ensure that their Constitution/Bye-laws comply with departmental requirements, compile the prescribed documents and submit the application before 31 August 2026.

The introduction of the online MVS-based verification process is expected to provide a structured mechanism for verifying membership and processing recognition of associations within the Department of Posts.
