Department of Posts Announces Online Membership Verification for Service Associations and GDS Associations

The Department of Posts, Ministry of Communications, Government of India, has initiated the process for verification of membership of Service Associations and Gramin Dak Sevak (GDS) Associations for recognition under the applicable rules.

Through communication No. SR-10/6/2026-SR-DOP dated 10 August 2026, the Department has called upon eligible associations to participate in the membership verification process.

Verification Through Online Membership Verification System

The Department has decided to conduct membership verification through the check-off system in payrolls using an online portal called the Membership Verification System (MVS).

The verification exercise will cover:

  • Service Associations under the CCS (RSA) Rules, 1993
  • Gramin Dak Sevak (GDS) Associations under the GDS (EDA) Rules, 1995

The Department has identified 15 distinct categories for Service Associations, and associations intending to participate are required to submit their applications under the respective identified category.

Deadline for Submission of Applications

All Service Associations and GDS Associations intending to participate in the verification process have been asked to submit their applications and required information to the SR Section by 31 August 2026.

The following documents/information are required:

  1. Memorandum of the Association
  2. Constitution/Bye-laws of the Association
  3. List of Office Bearers
  4. Estimated Membership Strength

Associations have also been advised to ensure that their Constitution/Bye-laws are in accordance with the Department's policy and clearly specify the eligible cadre(s) represented by the association. Service Associations must also clearly mention the category under which they are seeking recognition.

15 Categories Identified for Service Associations

The annexure to the Department's communication lists 15 distinct categories.

These include:

  1. Group 'C' Postal Employees excluding Postmen & MTS
  2. Group 'C' RMS & MMS
  3. Postmen & MTS in Post Offices
  4. Mail Guards & MTS in RMS & MMS
  5. Circle Office Administrative Staff
  6. Postal Civil/Electrical Wing Employees
  7. Postal Accounts Employees
  8. SBCO – All Grades
  9. Postal Service Group 'B' Officers
  10. IPOs/ASPOs
  11. Stenographers
  12. Assistant Engineers (Civil & Electrical)
  13. Mail Motor Service Officers
  14. Indian Postal Service Association
  15. Group 'B' Non-Gazetted – Postal & RMS

The annexure also specifies the employees eligible to be included in each respective category.

Employees Advised to Link Mobile Number and Email with APT IT 2.0

A significant aspect of the new verification process is its integration with the Department's APT IT 2.0 employee data.

Since the Membership Verification System will use employee/GDS information mapped with APT IT 2.0, Heads of Circles and Regions have been asked to direct Divisional Heads to sensitise employees and Gramin Dak Sevaks about the importance of linking their mobile number and email ID with APT IT 2.0.

This linkage is expected to play an important role in ensuring that employee information used during the online membership verification process is correctly mapped.

Wide Publicity Directed Across the Department

The Department has instructed Heads of Circles, Heads of Regions, Federations, Service Associations and GDS Associations to give wide publicity to the communication so that eligible employees and associations are aware of the verification exercise and the applicable requirements.

The communication has been digitally signed by Nahar Singh Meena, Assistant Director General (SR&L) on 10 August 2026.
