Demand for Separate Kalyana Karnataka Postal Region with Headquarters at Kalaburagi
Former MP Dr. Umesh G. Jadhav has urged the Union Minister for Communications, Shri Jyotiraditya M. Scindia, to consider the creation of a separate Kalyana Karnataka Postal Region, with its headquarters at Kalaburagi.

In a letter dated 11 August 2026, Dr. Jadhav appreciated the reforms being undertaken by the Department of Posts, including the modernisation of the mail delivery system and adoption of new technology through APT 2.0. He stated that these initiatives are making the Department more efficient, responsive and citizen-centric.
Request for a Separate Postal Region
Dr. Jadhav highlighted that the demand for a separate postal region for Kalyana Karnataka has been a long-standing request. He requested that, as the Department considers reorganisation and rationalisation of its administrative structure, a separate Kalyana Karnataka Postal Region be created with Kalaburagi as its headquarters.
The letter points out the special constitutional status of the Kalyana Karnataka region under Article 371J of the Constitution of India, introduced through the Constitution (Ninety-Eighth Amendment) Act, 2012. The special provisions aim to promote development and address regional disparities through measures relating to education, vocational training, public employment and development funds.
Kalaburagi as the Administrative Headquarters
The letter notes that the Kalyana Karnataka Region Development Board was established in September 2013 under the chairmanship of the Governor of Karnataka. It also highlights the relocation of the Special Implementation Cell for Article 371J from Bengaluru to Kalaburagi, reinforcing the city's role as an administrative centre for the region.
Dr. Jadhav argues that the postal administration should also reflect the region's distinct developmental requirements.
Proposed Jurisdiction
At present, the North Karnataka Postal Region, headquartered at Dharwad, covers 16 Postal Divisions, along with PSD Hubballi and RMS 'HB' Division. According to the letter, the large geographical spread makes close supervision, timely inspection and prompt resolution of issues more difficult, particularly in distant areas.
The proposed Kalyana Karnataka Postal Region would comprise the revenue districts of:
- Kalaburagi
- Bidar
- Yadgir
- Raichur
- Koppal
- Ballari
- Vijayanagara
with its headquarters at Kalaburagi.
Expected Benefits
According to Dr. Jadhav, establishing a separate postal region would bring postal administration closer to employees and citizens. It could facilitate:
- Closer administrative supervision
- Quicker resolution of establishment and disciplinary matters
- Better delivery of Government welfare schemes
- More responsive grievance redressal
- Improved support for financial inclusion
- Better delivery of e-commerce and social security services
- More citizen-centric postal services
He further stated that the proposed region would provide an institutional framework reflecting the special developmental focus of Kalyana Karnataka under Article 371J.
Appeal to the Union Minister
Dr. Jadhav has therefore requested Shri Jyotiraditya M. Scindia, Hon'ble Minister for Communications, to give favourable consideration to the creation of a separate Kalyana Karnataka Postal Region with headquarters at Kalaburagi.
He expressed confidence that such a step would strengthen the administrative efficiency of the Department of Posts while contributing to equitable and balanced development across Kalyana Karnataka.
