Retired Postal Officer Urges India Post to Introduce Online Booking System for Inspection Quarters & Holiday Homes
The Department of Posts has received a detailed representation from Shri Vilas Ingale, Retired Assistant Director Postal Services (A&V), Foreign Post Office, Mumbai, requesting comprehensive reforms in the management of Inspection Quarters (IQs) and Holiday Homes across the country.
In his letter addressed to the Secretary, Department of Posts on 08 July 2026, Shri Ingale highlighted several long-standing issues affecting both serving and retired postal employees, including the absence of a transparent booking system, poor maintenance of accommodation facilities, and the lack of updated information regarding available Inspection Quarters and Holiday Homes.
Key Issues Highlighted
According to the representation, the existing booking process for Inspection Quarters and Holiday Homes is entirely offline, with no centralized or transparent mechanism. The letter states that allotments are often made at the discretion of authorities, leading to allegations of favoritism and a lack of equal opportunity for employees.
Another major concern raised is that the Department has not circulated an updated list of functional Inspection Quarters and Holiday Homes for many years. Employees reportedly face difficulties in identifying available accommodation, booking authorities, contact numbers, email IDs, tariffs, and other essential information.
The representation also points out that even after submitting written applications, employees have no assurance that accommodation will be allotted, as there is no transparent first-come, first-served policy.
Maintenance Concerns
The letter further highlights that many Inspection Quarters and Holiday Homes are in poor condition and lack basic amenities such as beds, bedsheets, furniture, crockery, and other essential facilities. It also notes that the names and contact details of caretakers responsible for maintaining these accommodations are generally not available, creating inconvenience for visitors.
Demand for Digital Transformation
Referring to the Government's Digital India initiative, Shri Ingale suggested that the Department of Posts should adopt an online booking system similar to the CPWD's eSampada portal, which provides transparent and efficient booking of government accommodations.
He emphasized that many government organizations and public sector banks already provide online booking facilities for guest houses, making it appropriate for the Department of Posts to modernize its own staff welfare infrastructure.
Major Suggestions Submitted
The representation requests the Department of Posts to:
- Introduce a nationwide online booking portal for all Inspection Quarters and Holiday Homes.
- Publish and regularly update a Circle-wise list of all functional accommodations with tariffs, facilities, and booking authority details.
- Implement a transparent first-come, first-served allotment policy through the online portal.
- Improve maintenance standards by repairing non-functional Inspection Quarters and ensuring availability of basic amenities.
- Publish the names and contact numbers of caretakers for every Inspection Quarter and Holiday Home.
A Welfare Measure for Postal Employees
The representation states that these reforms would significantly improve transparency, eliminate discretionary allotments, ensure equal access to accommodation, and enhance staff welfare for lakhs of serving employees and pensioners across the country.
Copies of the representation have also been forwarded to the Minister of State for Communications, the Director General, Postal Services, and all Chief Postmasters General for appropriate consideration.
Postal employees and pensioners will now await the Department's response to these suggestions, which, if implemented, could modernize the management of Inspection Quarters and Holiday Homes across India.
