Demand for Dedicated Postal Pensioners' Portal Gains Momentum; Representation Submitted to Communications Minister

A significant demand aimed at improving pension-related services for retired Postal employees has been placed before the Government of India. Shri Vilas Ingle, Retired Assistant Director Postal Services (A&V), Foreign Post Office, Mumbai, and former General Secretary of the All India Association of Inspectors and Assistant Superintendents of Posts, has submitted a detailed representation to Union Minister for Communications Shri Jyotiraditya M. Scindia seeking the creation of a dedicated Postal Pensioners' Portal on the lines of the SAMPANN and SPARSH portals.

In his representation dated 23 July 2026, Shri Ingle highlighted that pensioners of the Department of Telecommunications and the Ministry of Defence already enjoy the benefits of dedicated online pension management systems. The SAMPANN portal provides telecom pensioners with online access to pension details, PPO status, pension slips, Form-16, Digital Life Certificate submission, arrears information, and grievance redressal. Similarly, the SPARSH portal offers Defence pensioners a comprehensive digital platform for pension administration, e-PPOs, payment history, life certificate submission, personal profile management, and 24×7 grievance support.

The representation points out that despite being one of the country's largest employers and pension disbursing organizations, the Department of Posts does not have a unified online portal exclusively for its pensioners. As a result, lakhs of retired Postal and RMS employees continue to depend on Head Post Offices, banks, CPAO, and departmental circulars for pension-related information and services.

According to the letter, postal pensioners frequently face difficulties in tracking pension revision and arrears, downloading monthly pension slips and Form-16, submitting Digital Life Certificates, updating personal details, and registering or monitoring pension-related grievances due to the absence of a centralized digital platform.

To address these issues, Shri Ingle has urged the Government to develop a "Postal Pensioners' Portal" that would provide single-window access to all pension services. The proposed portal should facilitate online access to PPOs, pension slips, Form-16, pension revision details, commutation and family pension information, Digital Life Certificate submission, grievance registration and tracking, and seamless integration with DOP Finacle, CPAO, and banks for real-time data exchange.

The representation emphasizes that such an initiative would improve transparency, reduce delays and grievances, simplify pension administration, and enhance the quality of life for lakhs of retired Postal employees and their families. It also aligns with the Government's vision of Digital India and "Minimum Government, Maximum Governance."

Copies of the representation have also been forwarded to Dr. Pemmasani Chandra Sekhar, Minister of State for Communications; Shri Subrat Das, Secretary, Department of Posts; Shri Jitendra Gupta, Director General (Postal Services); and all Chief Postmasters General for their information and necessary action.

The proposal has generated interest among postal pensioners across the country, who hope that the Department of Posts will soon introduce a dedicated digital pension platform similar to those already available for telecom and defence pensioners.
