The clarification came in response to a D.O. letter submitted by Shri Balwant B. Wankhade, Member of Parliament (Lok Sabha), who had raised concerns regarding the immediate removal of pressure allegedly being exerted on GDS employees to achieve business targets.

Department Conducted an Investigation

According to the Minister's reply, the Department of Posts examined the matter thoroughly. The investigation found that:

  • Gramin Dak Sevaks across all Postal Circles are assigned duties and business targets strictly in accordance with their job descriptions.
  • Targets are determined based on:
    • The operational capacity of the respective Post Office.
    • The commercial potential of the region.
  • The Department has informed the Minister that no undue pressure of any kind is officially being exerted on GDS employees for achieving targets.

Clear Instructions to Postal Officers

While stating that targets are assigned as part of normal administrative functioning, the Minister also issued an important directive.

The communication notes that all concerned officers have been advised that unnecessary pressure should not be placed on Gramin Dak Sevaks to fulfill targets.

This instruction reinforces the Department's commitment to ensuring a healthy and supportive working environment for GDS employees while maintaining operational efficiency.

Why This Matters

Gramin Dak Sevaks form the backbone of India's rural postal network and play a crucial role in delivering postal, banking, insurance, and government services to millions of citizens. Over the years, concerns have occasionally been raised regarding excessive pressure for achieving business targets.

The Minister's clarification provides reassurance that:

  • Business targets should remain realistic and based on local potential.
  • Officers are expected to avoid unnecessary pressure on GDS staff.
  • Administrative practices should align with the official job responsibilities of Gramin Dak Sevaks.

Conclusion

The Minister's response reiterates that the Department of Posts has not authorized any undue pressure on GDS employees for target achievement. At the same time, it emphasizes that officers have been instructed to ensure that Gramin Dak Sevaks are not subjected to unnecessary pressure while performing their duties.

This clarification is expected to provide confidence to GDS employees and promote a more balanced and supportive work environment across Postal Circles.
