Monetization of Idle India Post Land Assets Through PPP and E-Auction
A retired senior officer of the Department of Posts has submitted a representation to the Hon'ble Minister of Communications, recommending the monetization of vacant and underutilized postal land assets through Public-Private Partnership (PPP) models and transparent e-auctions to improve infrastructure and generate additional revenue for the Department.
The representation has been submitted by Shri Vilas Ingale, Retired Assistant Director Postal Services (A&V), Foreign Post Office, Mumbai, and former General Secretary of the All India Association of Inspectors and Assistant Superintendents of Posts.
Focus on Utilization of Postal Land Assets
The representation highlights the presence of vacant and underutilized land parcels owned by the Department of Posts in various parts of the country. It suggests that these assets could be put to productive use through structured policy initiatives rather than remaining idle for extended periods.
According to the representation, effective utilization of available land resources could support infrastructure development, reduce recurring expenditure on rented premises, and contribute to the Department's long-term financial sustainability.
Two Suggested Approaches
The retired officer has proposed two possible options for consideration:
1. Public-Private Partnership (PPP) Model
Under this model, private developers could construct modern post office buildings and staff quarters on departmental land. In return, developers could receive commercial development rights for a specified concession period, after which the assets would revert to the Department of Posts.
According to the representation, such a model could enable infrastructure development without significant capital expenditure by the Department while reducing dependence on rented buildings.
2. Monetization Through Transparent E-Auction
For land parcels identified as surplus or non-strategic, the representation suggests disposal through transparent e-auctions in accordance with applicable government policies and procedures. It argues that proceeds from such monetization could be utilized for modernization initiatives and strengthening postal infrastructure.
Additional Recommendations
The representation also recommends several supporting measures, including:
Preparation and publication of a comprehensive Circle-wise inventory of postal land assets.
Securing vacant land through boundary walls and proper identification boards to prevent encroachments.
Periodic verification and monitoring of land records by Circle authorities.
Expedited action for the recovery of encroached departmental land wherever applicable.
Time-bound implementation of land management initiatives to improve utilization of public assets.
Emphasis on Efficient Asset Management
The representation emphasizes that efficient management of government land assets is an important aspect of organizational modernization. It suggests that adopting structured land utilization strategies could complement the Department's broader efforts to improve operational efficiency, strengthen infrastructure, and diversify revenue sources.
Request to the Government
The retired officer has requested the Ministry of Communications to examine the feasibility of introducing a comprehensive policy for the productive utilization of vacant postal land through appropriate mechanisms, including PPP projects and monetization of eligible non-strategic assets, in accordance with Government of India rules and applicable legal provisions.
The representation concludes by expressing confidence that timely decisions on land asset management could contribute to the Department of Posts' long-term modernization, infrastructure development, and efficient utilization of public resources.
