AIAIPASP Raises Concerns Over Boarding & Lodging Facilities for IP/ASP Trainees at Postal Training Centres

The All India Association of Inspectors and Assistant Superintendents, Posts (AIAIPASP) has submitted a representation to the Secretary, Department of Posts, highlighting concerns regarding the boarding and lodging facilities provided to Inspector Posts (IP) and Assistant Superintendent of Posts (ASP) trainees attending MDP, ODP, and other training programmes at Postal Training Centres (PTCs) across the country. The association has sought immediate improvements to ensure dignified accommodation and quality food for officers during their training.

Issues Highlighted by the Association

According to the representation, several trainees have reported inadequate facilities at various Postal Training Centres, leading to inconvenience during the training period.

Accommodation Concerns

The association stated that IP/ASP officers are generally required to stay within the PTC campus, where they are reportedly provided:

  • Dormitory-style accommodation with 4 to 8 beds in a room.
  • Shared rooms with induction trainees.
  • Common bathrooms that are insufficient for the number of trainees.

It has been argued that such arrangements are not appropriate for officers attending departmental training programmes.

Concerns Regarding Food Facilities

The representation also points out issues related to food arrangements at PTC Mysore, stating that:

  • The PTC mess was reportedly closed.
  • Food was being supplied through private caterers, which trainees described as being of sub-standard quality.
  • Trainees were informed that food would not be provided on Sundays and other holidays, creating additional inconvenience.

Restriction on Staying Outside Campus

The association further stated that trainees are:

  • Not permitted to stay outside the PTC campus.
  • Not allowed to arrange food from outside.

According to the representation, this leaves trainees with limited options despite concerns about accommodation and food quality.

Demands Made by AIAIPASP

To address these issues, the association has requested the Department of Posts to:

  • Improve accommodation facilities for future batches of IP/ASP trainees.
  • Ensure hygienic and quality food throughout the training period.
  • Provide an environment befitting the dignity of Gazetted officers.
  • Alternatively, permit trainees to stay outside the PTC campus as per their entitlement, allowing them to make suitable arrangements for accommodation and food.

Conclusion

The AIAIPASP has appealed to the Department of Posts to take necessary steps to improve the living conditions of IP/ASP officers attending training programmes at Postal Training Centres. The association believes that better accommodation and food facilities, or permission to stay outside the campus, would significantly enhance the overall training experience for officers.
