AIAIPASP Urges Department of Posts to Convene DPC for ASP Promotions Without Further Delay
The All India Association of Inspectors and Assistant Superintendents, Posts (AIAIPASP) has submitted a representation to the Secretary, Department of Posts, requesting the immediate convening of the Departmental Promotion Committee (DPC) for promotion to the cadre of Assistant Superintendent of Posts (ASP) for the vacancy year 2026.

The association has expressed concern over the continued delay in holding the DPC, stating that it is adversely affecting the career progression of eligible Inspector Posts (IP) officers across the country.
Delay in Convening DPC
According to the representation, the DoPT Model Calendar for DPCs prescribes that the approved select panel for the vacancy year 2026 should have been finalized by 31 December 2025.
However, the association states that no significant action has yet been initiated by the Directorate, including the issuance of the zone of consideration for eligible Inspector Posts. It has also pointed out that the first ASP promotion list for the previous year (2025) was issued only on 17 July 2025, several months after it was due.
More Than 200 Vacancies Reported
The association has stated that:
- More than 200 posts in the ASP cadre are reportedly vacant across various Postal Circles.
- A large number of eligible Inspector Posts are awaiting promotion.
- The prolonged delay has led to stagnation in career progression, with some officers reportedly waiting for over a decade.
Impact on Career Progression
The representation further highlights that the delay in ASP promotions is causing:
- Delay in attaining Gazetted Officer status.
- Loss of timely financial benefits.
- Delay in eligibility for Non-Functional Upgradation (NFU) to Level-9 after completing the required service in Level-8.
- Adverse impact on overall career advancement of Inspector Posts officers.
Comparison with Earlier System
According to the association, when DPCs were conducted at the Circle level, promotions were processed more promptly.
After cadre management of the IP/ASP cadre shifted to the Directorate, the association claims that promotions have become significantly delayed, with only a few supplementary or review DPC lists being issued despite earlier assurances that two to three supplementary lists would be released each year.
Association's Request
AIAIPASP has requested the Department of Posts to:
- Convene the ASP DPC for 2026 at the earliest.
- Grant promotions to eligible Inspector Posts without further delay.
- Ensure that future DPCs are conducted strictly in accordance with the DoPT timelines every year.
