Standard Operating Procedure (SOP) for APY Death Closure in India Post: Complete Office, Finacle & CRA Process

The Department of Posts has established a structured Standard Operating Procedure (SOP) for handling Atal Pension Yojana (APY) Death Closure cases. The procedure ensures timely settlement of claims, proper verification of documents, accurate updates in Finacle, and seamless processing through the CRA (Protean/NSDL) Portal. The SOP outlines the responsibilities of Counter Officials, Supervisors, and CRA Makers/Checkers to ensure transparent and error-free claim settlement.

Mandatory Documents for APY Death Closure

Before initiating the claim, the Post Office must obtain and verify all mandatory documents from the claimant, who may be the spouse or nominee. These include the duly filled APY Death Closure Form, the original death certificate along with a self-attested copy, Aadhaar and PAN of the claimant, bank account proof such as a cancelled cheque or passbook, and relationship proof wherever applicable. If the nominee is a minor, the claim must be submitted through the natural or legal guardian.

Claim Settlement Rules

The SOP clearly defines beneficiary eligibility. If the deceased subscriber was married, the spouse becomes the default beneficiary and may either opt to close the APY account and receive the accumulated corpus or continue the APY subscription by making contributions until the deceased subscriber would have attained the age of 60 years. In cases where the subscriber was unmarried or the spouse is deceased, the registered nominee is entitled to receive the accumulated corpus.

Finacle Processing Procedure

The APY death closure process in Finacle begins with updating the deceased subscriber's Customer Information File (CIF). The Maker marks the subscriber as deceased, records the date of death, verifies nominee or spouse details, and submits the changes for supervisory approval.

Subsequently, the APY account is processed through the CAPY menu by selecting the Death Closure option. The official enters the subscriber's savings account or PRAN, records the date of death, claimant category, claimant bank details, validates the information, and submits the request. A unique reference number is generated for future tracking.

The Supervisor then verifies the request through the CAPY verification function by cross-checking the entered details with the physical documents before authorizing the transaction.

Processing Through the CRA Portal

After successful processing in Finacle, the claim is initiated in the Protean (NSDL) APY CRA Portal. The Maker logs into the portal, selects the Death Withdrawal option, enters the PRAN and claimant details, and uploads a merged PDF containing the APY Death Closure Form, verified death certificate, claimant's KYC documents, and bank account proof.

The portal performs an online Penny Drop Verification to validate the claimant's bank account details before accepting the request. Once submitted, a Claim Reference Number is generated for future reference.

The Checker subsequently reviews all submitted details and supporting documents before authorizing the withdrawal request on the CRA portal.

Final Settlement and Record Maintenance

After authorization by the CRA Checker, the Trustee Bank processes the withdrawal request, and the accumulated APY corpus is generally credited directly to the verified savings account of the spouse or nominee within three to five working days through electronic transfer.

The Post Office should preserve all original claim documents, including the APY Death Closure Form, verified death certificate, KYC records, bank proof, and CRA acknowledgement, as part of the office audit records for future verification.

By following this SOP, India Post ensures uniform processing of APY death claims, minimizes errors, strengthens compliance, and facilitates timely settlement of benefits to eligible beneficiaries.
