Department of Posts Clarifies Procedure for Discharge of Non-Migrated NSC/KVP Without NDC
The Department of Posts has issued a clarification regarding the discharge of Non-Migrated National Savings Certificates (NSC) and Kisan Vikas Patra (KVP) without obtaining a No Discharge Certificate (NDC) from the concerned Postal Accounts Offices (PAOs). The clarification has been issued by the Financial Services Division, Dak Bhawan, through a letter dated 03 July 2026, in response to a reference received from the Tamil Nadu Circle.

The Department has informed that comprehensive instructions on this subject had already been circulated to all Postal Circles through its earlier letter dated 12 March 2025. Therefore, there is no requirement to seek fresh clarification, and all Circles have been advised to strictly follow the existing guidelines while processing such cases.
The communication directs Postal Circles to settle cases relating to the discharge of non-migrated NSC and KVP certificates at the Circle level in accordance with the instructions already issued. At the same time, it emphasizes the importance of exercising due diligence to ensure that no duplicate payment is made while effecting the discharge of these certificates.
The clarification has been issued with the approval of the Competent Authority and has also been circulated to all Heads of Postal Circles, except the Tamil Nadu Circle, for information and necessary action. The move aims to ensure uniform implementation of the existing policy, streamline claim settlement, and safeguard against duplicate payments across the Department of Posts.
