Department of Posts Directs Strict Compliance with Rotational Transfer Guidelines for Sensitive Posts

The Department of Posts has issued fresh instructions to all Heads of Circles (HoCs) emphasizing the need for strict adherence to rotational transfer guidelines and posting norms for sensitive posts. In a communication dated 23 June 2026, the Directorate expressed concern that the existing transfer policy is not being implemented uniformly across several Postal Circles, leading to officials continuing in the same post or station beyond the prescribed tenure.

Concern Over Non-Compliance

The Directorate referred to its earlier instructions issued on 11 December 2025, stating that many Circles are not following the rotational transfer guidelines in their true spirit. It has been observed that several officers and officials continue to work in the same sensitive posts even after completing their prescribed tenure, including through attachment arrangements, which is contrary to the established policy.

Directions to All Postal Circles

To ensure transparency and fairness in postings, all Postal Circles have been instructed to:

  • Strictly implement the rotational transfer guidelines issued on 11 December 2025.
  • Ensure that postings in both sensitive and non-sensitive posts are carried out in a transparent, fair, and uniform manner.
  • Avoid continuation of officers and officials beyond the prescribed tenure in the same post or station.

Mandatory Review and Reporting

The Directorate has directed all Circles to review the posting period of every officer and official as per the prescribed guidelines. Circles have also been instructed to submit a report to the SPN Branch within a fortnight and thereafter on a quarterly basis.

The report should specifically include details of:

  • Officials posted in the same branch for more than three years.
  • Officials posted at the same station for more than six years.

If no such cases exist, the Circle may submit a 'Nil' report.

Objective of the Instructions

The renewed emphasis on rotational transfers is aimed at promoting transparency, accountability, and integrity in personnel management. Regular rotation of officials, particularly in sensitive posts, helps strengthen administrative efficiency, minimizes the risk of conflicts of interest, and ensures compliance with established government policies.
