Department of Posts Launches Exit Management System (EMS) Under APT (IT 2.0) from 1 July 2026

The Department of Posts has officially rolled out the Exit Management System (EMS) under APT (IT 2.0) with effect from 1 July 2026. Approved by the Secretary (Posts), the new system replaces the existing Pension Authorization Information System (PAIS) for processing all new pension authorization cases, marking a major step towards modernizing pension administration in the Department.

EMS to Replace PAIS for New Pension Cases

With the implementation of EMS, all new pension authorization cases from 1 July 2026 will be processed exclusively through the new platform. Pension disbursement for these cases will also be carried out through EMS. However, pension cases already processed through PAIS and pending disbursement will continue to be handled under the existing procedure until their final settlement.

Functionalities Available in the Initial Phase

The first phase of EMS includes the following key functionalities:

  • Superannuation cases
  • Voluntary Retirement cases
  • Compassionate Allowance cases
  • Removal/Dismissal cases
  • Death while in Service cases
  • Pension Calculation
  • Pension Sanction Workflow

The remaining functionalities will be introduced by CEPT in a phased manner after development, testing, and stabilization.

Migration of PAIS Data

To ensure a smooth transition, the Department has prescribed a detailed migration schedule. Postal Accounts Offices have been instructed to complete validation and sanitization of PAIS data, verify exported data, rectify discrepancies, certify records, and upload the certified data into EMS through the prescribed Maker-Checker workflow. CEPT will preserve the PAIS backup as the master archival copy for future reference, while NIC will continue providing access to the PAIS database until 31 July 2026 for historical records and operational requirements.

Directions to Postal Circles

Heads of Circles and Heads of Postal Accounts Offices have been directed to ensure strict compliance with the implementation schedule and issue necessary instructions to all field units for the smooth rollout of the Exit Management System.
