Directorate Clarifies Procedure for Deputation of IP/ASP Officers to Army Postal Service (APS)

The Department of Posts has issued an important clarification regarding the forwarding of applications for Inspector Posts (IP) and Assistant Superintendent of Posts (ASP) officers seeking deputation to the Army Postal Service (APS).

As per the Directorate letter (F. No. X-17/1/2026-SPN-II-DOP) dated 22 April 2026, it has been observed that applications of IP/ASP officers were being processed by Divisional Heads, whereas these cadres are managed at the Directorate level. Accordingly, the Member (Personnel) is the competent authority for permitting the forwarding of applications of IP/ASP officers for deputation or foreign service.

The Directorate has informed that the matter has already been taken up with the APS authorities to incorporate the necessary changes in future APS enrolment forms and advertisements.

Since the APS Enrolment – May 2026 cycle is already in progress, a temporary arrangement has been made. Under this arrangement, Divisions may forward the applications of eligible IP/ASP officers directly to APS, with intimation to the concerned Postal Circle and the Directorate, in accordance with APS enrolment guidelines.

However, the final approval and No Objection Certificate (NOC) will be issued only by the Directorate after the officer's selection.

This clarification has been issued with the approval of the Competent Authority and ensures a uniform procedure for processing APS deputation applications of IP/ASP cadre officers across all Postal Circles.
