Department of Posts Issues Advisory on Agent-Related Fraud Cases

New Delhi, June 15, 2026: The Department of Posts, Ministry of Communications, has issued an important advisory to all Heads of Postal Circles, directing them to take prompt and coordinated action in cases involving fraud by Small Savings agents. The communication comes in response to a growing number of fraud cases reported from various Postal Circles, resulting in significant financial losses to investors.

Rising Concern Over Agent Frauds

According to the Financial Services Division of the Department of Posts, the Investigation Section of the Postal Directorate has informed that numerous fraud cases involving authorized Small Savings agents have recently come to light. These cases have caused substantial losses to depositors, highlighting the need for stronger monitoring and enforcement mechanisms.

Relevant Rules to be Enforced

The Department has reminded all Postal Circles of the provisions under:

  • Rule 24A of the Standardised Agency System (SAS) Rules
  • Part II(C) of the Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) Rules

These provisions clearly define the responsibilities of the Appointing Authorities and Supervisory Authorities in cases where agents misappropriate investors' money.

Concern Over Inadequate Follow-up Action

The Directorate observed that in several cases, authorities limited their action to merely cancelling the agency of the defaulting agent. However, there appears to have been little progress in:

  • Coordinating with Police Authorities for criminal investigation.
  • Recovering the financial losses from the defaulting agents.
  • Recovering dues from the agents' sureties.
  • Taking other consequential actions as prescribed under the relevant scheme rules.

The Department has expressed concern that such incomplete action weakens accountability and delays justice for affected investors.

Directions to All Postal Circles

All Heads of Circles have been instructed to ensure that District Savings Offices (DSOs) and State Authorities:

  • Conduct speedy investigations into agent fraud cases.
  • Coordinate closely with Police Authorities for criminal proceedings.
  • Recover losses from defaulting agents and their sureties.
  • Take all consequential actions prescribed under the SAS and MPKBY Rules.
  • Monitor such cases until their logical conclusion.

Objective of the Advisory

The advisory aims to strengthen the response mechanism against financial frauds involving Small Savings agents, safeguard the interests of investors, and ensure strict compliance with the statutory provisions governing postal savings schemes.

The Department emphasized that merely cancelling an agency is not sufficient. Comprehensive legal, financial, and administrative action must be taken to hold fraudulent agents accountable and recover the losses suffered by investors.
