SOP Issued for Collection, Booking & Delivery of WBJEE (Main) 2026 Examination Materials

The Department of Posts has issued a detailed Standard Operating Procedure (SOP) for the secure collection, booking, transmission, and delivery of sensitive examination materials related to the West Bengal Joint Entrance Examination (WBJEE Main) 2026, scheduled to be conducted on 24 May 2026 (Sunday).

The confidential examination materials will be handled through a coordinated network involving Kolkata GPO BPC, RMS Divisions, Postal Divisions, MMS, and Police Custodians across West Bengal, Assam, and North East Circle.

Pre-Examination Materials: Booking & Delivery

According to the SOP, all pre-examination materials will be booked under Insured Speed Post with an insured value of ₹1000 per article using BNPL Code 6000011264 at Kolkata GPO BPC. Dispatch operations will take place from 16.05.2026 to 20.05.2026 to ensure delivery to custodian police stations by 22.05.2026.

Key Operational Instructions

  • All articles must be mandatorily dispatched through APT.

  • Direct bags will be closed custodian-wise for delivery Post Offices.

  • Every bag must prominently carry the marking “WBJEE EXAM URGENT” for priority handling.

Postal supervisors including Supervisor/PRIP/IP/ASP officers will personally monitor delivery to police custodians and ensure status updates in APT after successful delivery

Special Arrangements for Assam & North East Circle

For Assam and North East Circle, trunks containing examination materials will be escorted from Kolkata GPO BPC to Kolkata Airport TMO under direct supervision of RMS officials. Materials will then be dispatched through the first available flight and further delivered to custodians with police escort support.

Railway Escort Arrangements for North Bengal

Special railway escort arrangements have been planned for districts like:

  • Darjeeling

  • Jalpaiguri

  • Coochbehar

  • Malda

  • Uttar Dinajpur

  • Dakshin Dinajpur

RMS escort officers will supervise movement through railway mail sections and ensure safe custody at TMO points until final handover to respective Postal Divisions.

Direct MMS Vehicle Movement

Other Postal Divisions will collect trunks directly from Kolkata GPO BPC using covered departmental MMS vehicles. Escort officers will ensure direct delivery to custodian police stations under proper acknowledgement.

The SOP also directs RMS Divisions to make adequate security arrangements at all exchange and transit points.

Post-Examination Materials Handling

Collection of post-exam materials will commence on 25.05.2026 from the same custodian police stations where pre-exam materials were delivered.

Important Instructions

  • Escort officials must carry Departmental Identity Cards.

  • All trunks must be carefully verified using Centre Codes.

  • Post-exam parcels will also be booked as Insured Speed Post under BNPL Customer ID 6000011264.

The SOP clearly states that:

“Under no circumstances, Post-exam materials should be kept overnight at any PO.”

All booked materials must be transmitted immediately to PH Kolkata through the fastest available mail channels.

Final Delivery to WBJEE Board

After processing at PH Kolkata, the confidential trunks will be directly delivered to:

The Chairperson, West Bengal Joint Entrance Examination Board
RUPANNA, DB-118, Sector-I, Salt Lake City, Kolkata – 700064.

MMS Kolkata will provide the necessary vans for transportation.

Monitoring & Security Measures

To ensure smooth monitoring:

  • A dedicated Google Sheet monitoring system has been created.

  • Regional Offices will maintain exclusive monitoring cells.

  • CCTV surveillance will be installed in the secure storage room at Kolkata GPO.

  • Round-the-clock security deployment has been ordered.

The SOP also emphasizes the use of departmental vehicles wherever possible and recommends covered lock-and-key vans in case of hired transportation.

Nodal Officer & Coordination

Shri Sekhar Das, In-charge (BPC & MMU), Kolkata GPO, has been nominated as the nodal officer for the entire WBJEEB operation.

The West Bengal Joint Entrance Examination Board (WBJEEB) will coordinate armed police deployment and ensure all custodian police stations remain prepared to receive examination materials even during holidays or off-duty hours.
