The Department of Posts, Ministry of Communications, has issued detailed instructions regarding the implementation of the Exit Management System and the reorganisation of Pension Sections across Postal Accounts Offices (PAOs). The move is aimed at strengthening pension authorisation and disbursement processes before the rollout of the new system scheduled for June 2026.

Major Reorganisation of Pension Sections

As per the circular issued by the Postal Accounts Wing, PAOs will now handle both pension authorisation and pension disbursement functions. To streamline operations, Pension Sections will be divided into two separate wings:

1️⃣ Pension Section (Authorization Wing)

This wing will be responsible for:

  • Processing retirement cases up to the issue of Pension Payment Orders (PPOs)

  • Verification of online pension applications submitted through the Exit Management Module

  • Calculation of qualifying service and pensionary benefits

  • Generation of PPOs, Gratuity Payment Orders (GPOs), and Commutation Payment Orders (CPOs)

  • Handling pension revisions due to Pay Commission recommendations and court orders

2️⃣ Pension Disbursement Section

This section will manage:

  • First pension payment after PPO receipt

  • Monthly pension disbursement including Dearness Relief (DR)

  • Digital Life Certificate (Jeevan Pramaan) monitoring

  • Transition from regular pension to family pension

  • Payment of pension arrears arising from delayed or revised payments

The department has also proposed tentative staffing for the Disbursement Section consisting of:

  • 01 AO/Sr. AO

  • 02 AAOs

  • 04 JAs/SAs

Mandatory Pre-Rollout Activities

To ensure readiness before User Acceptance Testing (UAT) by CEPT, Mysuru, all PAOs have been directed to complete several preparatory activities, including:

  • Validation and sanitisation of PAIS data with physical PPO records

  • Verification of pensioners’ data accuracy

  • Digitisation of legacy pension records

  • Removal of duplicate or inconsistent pension records

  • Audit completion of pension payment vouchers

  • Migration preparation of pensioner records from DDOs to PAOs

  • Employee-wise reconciliation of GPF balances

The department emphasized that accurate and complete pension data is essential for smooth migration to the Exit Management Portal. All PAOs have been instructed to monitor progress closely and ensure operational readiness before the commencement of UAT.
