Karnataka Circle Directs Formation of PLI/RPLI Clusters at Sub-Division Level
The Office of the Chief Postmaster General, Karnataka Circle, Bengaluru, has issued important instructions regarding the formation of PLI/RPLI clusters at the Sub-Division level to improve operational performance and target achievement.

As per the communication dated 29.04.2026, all Divisions and Sub-Divisions have been instructed to immediately form clusters consisting of 8 to 10 offices under a cluster leader.
Objective of Cluster Formation
The initiative aims to:
- Improve operational performance
- Facilitate exchange of ideas among offices
- Strengthen performance monitoring
- Enhance target achievement in PLI/RPLI business
- Organize at least 10 campaigns/melas per Sub-Division every month
- Promote Circle login days for new registrations
- Encourage inter-division and intra-division competitions
- Foster collaborations with Government departments and private entities for bulk enrollments
Cluster Structure
According to the instructions:
- Each Sub-Division shall form clusters of Branch Offices/Sub Offices.
- A performing official/officer will act as the Cluster Leader.
- Names of cluster leaders should be shared with the Divisional Office for cluster-wise performance review.
Immediate Compliance Ordered
The letter highlighted that only a few Divisions/Sub-Divisions had implemented the cluster concept effectively so far. Therefore, Regions and Divisions have now been directed to ensure immediate implementation.
The instructions clearly state that:
- Clusters must be formed at every Sub-Division.
- Compliance reports should be submitted to the Regional Office.
- Final compliance regarding cluster formation must be submitted to Karnataka Circle Office by 30.04.2026.
South Karnataka Region Issues Further Directions
Subsequently, South Karnataka Region also circulated the instructions through an endorsement dated 11.05.2026, directing all Divisions to adhere to the Karnataka Circle instructions strictly and take immediate necessary action.
The move is expected to strengthen PLI/RPLI business activities across Karnataka Circle through better coordination, review mechanisms, and focused field-level campaigns.
