India Post Introduces “New Franchisee Scheme 2.0” from January 2026
The Department of Posts, Government of India, has announced the launch of the “New Franchisee Scheme 2.0”, a revamped and technology-driven initiative aimed at expanding India Post’s booking and delivery network across the country. The new scheme will come into effect from 01 January 2026.
Issued by the Mail Operations Division, the Office Memorandum states that the updated franchisee model has been introduced after detailed consultations with Circles, consultants, and stakeholders to meet evolving customer requirements and improve operational efficiency through the new APT 2.0 platform.
Major Highlights of the New Franchisee Scheme 2.0
The revised scheme brings several important changes compared to the existing franchisee model.
1. Expanded Product & Service Coverage
Under the existing system, franchisees were allowed to book only domestic Speed Post and Registered Letter articles. Booking of COD articles was not included.
Under the New Franchisee Scheme 2.0, franchisees will now be able to:
Book all types of postal articles
Handle international mail booking
Book COD articles
Support parcel delivery services
This expansion is expected to significantly increase business opportunities for franchisees.
2. Multiple Franchisee Models
The earlier system had only a single operational model mainly focused on booking articles and money orders.
The new scheme introduces multiple operational models, including:
Pick-up services
Parcel booking
Delivery operations
COD parcel handling
This flexibility is designed to improve convenience and widen participation.
3. Technology Upgrade through APT 2.0
The current franchisee operations are based on Meghdoot standalone software.
The new system will introduce:
Mobile App support
Desktop Self-Service Portal
APT 2.0 integrated technology platform
This digital transformation will help franchisees operate more efficiently and provide faster customer service.
4. Improved Payment & Collection System
Previously, postage collection was mainly handled through cash deposits at post office counters.
Under the revised scheme:
Wallet facility will be provided
Direct banking channel integration will be enabled
This will simplify financial transactions and improve operational convenience.
5. Automated Commission Generation
One of the biggest improvements is the introduction of:
System-generated invoicing
Daily upfront commission payment mechanism
The earlier manual commission generation process often caused delays and administrative workload.
6. Dedicated Grievance Redressal Mechanism
The new self-service portal will also include an exclusive grievance management functionality for franchisees, ensuring faster issue resolution and better support.
SOP and Implementation Timeline
The Department has directed all Postal Circles to circulate the Office Memorandum along with the Standard Operating Procedure (SOP) and annexures to all divisions.
Pre-launch activities are to be completed by 31 December 2025.
Special campaigns may also be conducted at the grassroots level to attract new customers and help franchisees achieve revenue targets.
