India Post Issues Revised Induction Training Guidelines for Newly Appointed Staff

The Department of Posts has issued important guidelines regarding institutional and induction training for newly recruited and promoted officials across various cadres. The order, issued by the Ministry of Communications on 19 October 2020, aims to speed up appointments and streamline the joining process in the Department.

According to the new instructions, candidates selected through direct recruitment, departmental examinations, or promotion processes will now be allowed to join immediately after completion of pre-appointment formalities, without waiting for institutional induction training. This applies to posts such as:

  • Postal Assistant (PA)

  • Sorting Assistant (SA)

  • Inspector Posts

  • Postman

  • Mail Guard

  • Multi Tasking Staff (MTS)

  • Stenographers

The order also covers Gramin Dak Sevaks (GDS) selected for appointment to departmental posts through competitive examination or seniority.

Training to Continue After Appointment

The Department clarified that although employees can join immediately, institutional induction training remains compulsory. Circles have been instructed to ensure that officials are sent for formal training within one year of joining.

Until completion of formal training, newly appointed officials:

  • Should not be posted in sensitive positions

  • Should not independently manage counters

  • May work under supervision in non-sensitive roles

  • Can receive in-house training at Circle level depending on available resources

The Department also stated that in-house training cannot replace formal training conducted by Postal Training Centres (PTCs).

Detailed Circle-Level Training Programme Introduced

An annexure attached with the order provides detailed circle-level induction training modules for different cadres.

Training for Postman

The training programme includes:

  • Overview of Department of Posts

  • CSI and DARPAN systems

  • IPPB operations

  • Delivery procedures

  • Beat familiarisation

  • Postal products and services

  • Soft skills and communication

  • AEPS and PM App training

A one-week classroom session followed by practical hands-on training has been prescribed.

Training for Mail Guard / Mailman

The Mail Guard training focuses on:

  • Mail arrangements and RMS setup

  • Bag handling procedures

  • Sorting patterns

  • Crisis handling

  • CSI mail operations

  • Postal manuals and office procedures

Hands-on training in CSI and basic computer applications is also included.

Training for Multi Tasking Staff (MTS)

The MTS programme covers:

  • Department overview

  • IT modernisation

  • DPMS and DARPAN

  • IPPB procedures

  • Dak receipt and dispatch

  • Marketing of postal products

  • Computer basics and typing

Training also includes demonstrations of PM App and AEPS systems.

Training for Postal Assistant / Sorting Assistant

The Postal Assistant and Sorting Assistant induction includes:

  • CSI, CBS and McCamish operations

  • POSB internet banking

  • Office procedures and file management

  • Marketing concepts

  • Operational KPI monitoring

  • CCS (CCA) Rules

  • Handling court and disciplinary cases

Hands-on practical training in CSI, IPPB, DARPAN and Core Banking systems has also been included.

Training for Inspector Posts

The Inspector Posts training programme includes:

  • Investigation and inquiry procedures

  • Recruitment rules

  • Inspection of post offices

  • Establishment and procurement rules

  • Insurance and savings bank product marketing

  • Office administration

  • Court case handling

Inspectors will also undergo practical exposure in post offices along with CSI and banking solution training.

Objective of the New Guidelines

The Department stated that the main objective behind the revised system is to reduce delays in appointment, motivate selected candidates to join quickly, and ensure smoother manpower management across postal circles. The move is expected to help the Department fill vacancies faster while continuing skill development through structured induction programmes.
