Government Revises Dearness Allowance for Central Government Employees – Effective 1st July 2025
New Delhi, October 6, 2025 – The Government of India has announced a revision in the Dearness Allowance (DA) for Central Government employees. As per the Office Memorandum issued by the Ministry of Finance, Department of Expenditure, the DA has been enhanced from 55% to 58% of the Basic Pay, effective 1st July 2025.
The revision applies to all Central Government employees, including civilian staff paid from the Defence Services Estimates, with the expenditure charged to the relevant head. Separate orders will be issued for Armed Forces personnel by the Ministry of Defence and for Railway employees by the Ministry of Railways.
Key Highlights of the Revision

Basic Pay Definition:The revised DA is calculated on the Basic Pay drawn in the prescribed level of the Pay Matrix as per the 7th Central Pay Commission (CPC) recommendations. It excludes any special pay or other allowances.

Distinct Element:The Dearness Allowance continues to be a distinct element of remuneration and is not treated as pay under FR 9(21).

Rounding Off:Payments involving fractions of 50 paise and above will be rounded to the next higher rupee, while fractions less than 50 paise will be ignored.

Applicability to Indian Audit and Accounts Department:These orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution.
This revision comes as part of the government’s ongoing efforts to adjust salaries and allowances in line with inflation and to ensure the financial well-being of its employees.
