The Ministry of Communications, Department of Posts, has recently issued a directive concerning the revision of financial powers vested in Heads of Postal Divisions across the country. Dated March 2024, this notification aims to streamline financial procedures and empower divisional heads appropriately.

The financial powers of Heads of Postal Divisions are delineated in Schedule III of the Directorate OM dated 06.02.2009. However, recognizing the need for adjustment in line with evolving requirements, the proposal to revise these powers is currently under consideration at the Establishment Division of the Directorate.

In response to this, all Chief Postmasters General are requested to provide their insights and comments on the proposed revisions. These comments should be submitted in the prescribed format attached to the notification and sent to sope2pasts@gmail.com at the earliest.

Outlined in the notification are various aspects of financial powers, ranging from additions to pay, contingent expenditure (non-recurring and recurring), repairs of buildings, to refunds and miscellaneous expenditures related to the department's operations.

The proposed revisions aim to strike a balance between autonomy at the divisional level and adherence to established financial protocols. This initiative is expected to enhance operational efficiency and ensure prudent financial management across postal divisions nationwide.

The Ministry of Communications remains committed to fostering a conducive environment for effective governance and operational excellence within the postal sector. By revising financial powers judiciously, it seeks to empower divisional heads to execute their responsibilities efficiently while upholding financial integrity and accountability.

This directive signifies a step forward in the ongoing efforts to modernize and optimize financial practices within the Department of Posts, aligning with the broader vision of the Government of India to promote transparency, efficiency, and innovation in public service delivery.

As the postal sector continues to adapt to changing dynamics and emerging challenges, such revisions underscore the government's commitment to ensuring its resilience and effectiveness in serving the citizens of India.
