We are writing to bring to your attention a matter of concern regarding the eligibility conditions for GDS (Gramin Dak Sevaks) gratuities, as outlined in the Gratuity Act 1972. We kindly request your intervention to rectify the existing discriminatory guidelines issued through the Directorate letter no. 6- 31/2010-PE II dated 05.08.2011 and no. 17-31/2016-GDS dated 02.07.2019.- All these orders are in ambiguity denies justice for GDS.

As per the aforementioned guidelines, GDS who have completed 10 years of service become eligible for gratuity. However, in cases where GDS are promoted to higher cadres like MTS and Postmen, gratuity is not being given. This discriminatory practice undermines the rights and entitlements of GDS who have diligently served the Department of Posts and have been promoted.

It is essential to ensure that past service rendered by GDS counts regardless of retirement or promotion. Both retiring GDS and those who are promoted should be entitled to receive gratuity and severance amounts, in accordance with their years of service. Denying these benefits based on promotion adversely affects the morale and well-being of our hardworking GDS workforce, creating a sense of inequity and unfair treatment.

We kindly request your urgent attention and necessary action to address this issue. Adjusting the eligibility conditions for gratuities and severance amounts to be inclusive of GDS regardless of retirement or promotion will go a long way towards fostering a fair and just working environment within the Department of Posts.

We are confident that your office will give due consideration to this matter and take appropriate measures to rectify the existing discriminatory guidelines. By doing so, you will ensure that GDS are treated fairly and their dedicated service is duly acknowledged, in alignment with the principles outlined in the Gratuity Act 1972.
