This is with reference to Parcel Directorate letter number 01-01/2018-PD dated 03.01.2022 vide which revised specifications along with prescribed life of delivery bags to be supplied to delivery staff in Nodal Delivery Centres were circulated with the circles.
2. During recent visits to several Nodal Delivery Centres / Delivery Post offices by Secretary Posts, it has been observed that delivery staff in NDCs / Delivery Post Offices are not having delivery bags to carry Mail and Parcels for delivery.
3. At present, Delivery staff in many cases are carrying various type of personal bags of different color and sizes which are not presentable and does not enhance the image of the department.
4. Delivery staff deployed in Nodal Delivery Centres therefore must be provided delivery bags as specified by parcel Directorate letter of even number dated 03.01.2022 (Copy Enclosed as Annexure I). While making procurement of bags it must be ensured that good quality Laminated Polyester Fabric is used for making Parcel Delivery Bags.
5. Bags to delivery staff deployed in Delivery Post Offices (Other than NDCs) also be provided as per the specifications circulated by Postal Directorate. These postmen bags are available on Gem Portal.
6. Delivery Bags as per the specified standard must be provided to the delivery staff (Including GDS and Outsourced delivery staff) working in NDCs and departmental Delivery Post Offices. Expenditure incurred may be booked under the Head of Account “Supplies and Material”.
7. Uniform and standardized delivery bags with India Post logo will certainly be more presentable and enhance the image of India Post. This branding exercise must be completed by 31.03.2023.

Kindly refer to this office letter of even no. dated 34 October, 2018 vide which specifications of Delivery Bag to be used by Postmen/ Delivery personnel assigned to 2-wheeler beats in Nodal Delivery Centres (NDCs) were shared with the Circles.
2. The aforesaid specifications are reiterated as under:

3. Further, it is hereby specified that the prescribed life of the aforesaid Delivery Bags shall be two years from the date of supply of Bags to Postmen/ Delivery personnel. Upon completion of two years of before, if a Bag, on account of wear and tear, is not usable, replacement thereof should be ensured.
4. Delivery Bags as per above specifications may, if not already done, be procured/ replaced and supplied to all Postmen/ Delivery personnel assigned to 2-wheeler beats in Nodal Delivery Centres (NDCs) and usage thereof ensured.
