Arrangement of substitute in place of regular Gramin Dak Sevaks; against vacant GDS posts- regarding.

This union would like to draw your kind attention to your office letter No. 17-31/2016-GDS dated 11.02.2022, on the above subject. In the letter in case of short term or long term vacancies of GDS, arrangements of substitutes have either been prohibited or restricted. This is completely against the interests of overall GDS ~ system and hence not acceptable to us.


We all know that there as huge vacancies in GDS posts. But still, the existing GDS employees have somehow been managing the postal services, rural sectors in particulars. When these GDS are proceedings on leave or working on adhoc basis in higher cadre like Postmen, their substitutes are being engaged to manage their (GDS) work. This is happening year after year, decade after decade. If now this is prohibited or restrained, thousand and thousand of substitutes will suffer a lot, particularly in this age of severe unemployment.


In no way, insisting to combination of duties of GDS may be a solution. Rather, in case of long term vacancies, higher authority will hesitate to accord necessary sanction for engagement of substitute. In this way the entire system will be collapsed.


We therefore urge upon you to drop this drive as contained in above instruction and allow to continue the system as before.
