2. Uniform Application of Eligibility Conditions

The eligibility conditions prescribed under the applicable Recruitment Rules and departmental instructions must be applied uniformly across all Divisions and Units within the Circle.

Particular attention must be given to ensuring consistency in determining qualifying service and other relevant eligibility conditions, including:

  • Reckoning of the date of joining.
  • Counting of the training period, wherever applicable.
  • Verification of qualifying service.
  • Uniform application of the relevant Recruitment Rules and departmental instructions.

3. Strict Compliance by Regional and Unit Heads

All Regional and Unit Heads have been requested to ensure strict compliance with these instructions and bring the same to the notice of all concerned officials.

What Does This Mean for Departmental Employees?

The introduction of the CEPT-developed Online Application Processing Module from 2027 is an important step towards digitising the application process for departmental examinations.

The initiative is expected to bring greater transparency, standardisation and uniformity in the submission and processing of examination applications.

Uniform interpretation of eligibility conditions, particularly qualifying service, date of joining and treatment of training periods, will also help avoid inconsistencies and discrepancies among different Divisions and Units.

Overall, these instructions aim to streamline departmental examination procedures and ensure a more standardised and transparent process for promotions to PA/SA, PM/MG and MTS cadres.
