Central Karnataka Region with Headquarters at Davanagere – Proposal for Balanced Reorganisation of Karnataka Postal Circle

The proposed reorganisation of the Regional structure of Karnataka Postal Circle has gained importance with the Karnataka Circle Administration forwarding three alternative proposals to the Directorate for creation of an additional Region.

According to the representation submitted by the AIPEU Group ‘C’, Karnataka Circle, the three proposals are:

  1. Central Karnataka Region
  2. Kalyana Karnataka Region
  3. Western Karnataka Region

During the Union Representatives Meeting held on 28 September 2026, the Chief Postmaster General, Karnataka Circle, informed the representatives that the three proposals had been forwarded to the Directorate. It was also informed that, among the alternatives, the Central Karnataka Region was considered by the Karnataka Circle Administration as the most balanced option, considering geographical and administrative factors.

Central Karnataka Region – Headquarters at Davanagere

The representation advocates the creation of a Central Karnataka Region with Headquarters at Davanagere.

The proposed Region would comprise the following nine Divisions:

  • Karwar Division
  • Sirsi Division
  • Haveri Division
  • Gadag Division
  • Koppal Division
  • Davanagere Division
  • Shivamogga Division
  • Chitradurga Division
  • Bellary Division

According to the representation, this configuration would form a logical central/interior Karnataka administrative belt and provide comparatively balanced accessibility to the constituent Divisions.

Why Davanagere?

The representation points out that Davanagere is centrally situated and has established road and railway connectivity with Haveri, Gadag, Koppal, Shivamogga, Chitradurga, Bellary and surrounding areas.

It also has existing departmental infrastructure, which may facilitate the establishment of a Regional Headquarters.

Need for Comprehensive Assessment

The representation emphasises that creation of a new Region should not be decided merely on the basis of the number of Divisions.

It requests that several factors should be considered comprehensively, including:

  • Geographical proximity
  • Road and railway connectivity
  • Accessibility to the Regional Headquarters
  • Administrative convenience
  • Number of Post Offices and postal network
  • Workload and business
  • Employee strength
  • Administrative expenditure
  • Availability of departmental infrastructure
  • Existing accommodation and office facilities
  • Ease of movement of officers and employees
  • Convenience for inspections, meetings and coordination
  • Future growth potential

These parameters, according to the representation, would provide a more objective basis for determining the most practical Regional configuration.

Concern Regarding Western Karnataka Region

The representation also notes that the proposed Western Karnataka Region with Headquarters at Mangaluru would bring together interior Divisions such as Haveri, Sirsi and Shivamogga with coastal Divisions including Mangaluru, Puttur, Udupi and Karwar.

The Union has therefore requested that the geographical spread and connectivity of such a configuration be examined carefully before the final decision is taken.

Request for Consultation with Service Associations

As the matter has reached the Directorate level, the AIPEU Group ‘C’, Karnataka Circle, has requested its Central Headquarters to intervene and take up the matter with the Directorate.

The representation specifically requests that:

  1. All three proposals submitted by Karnataka Circle should be examined objectively.
  2. The Central Karnataka Region with Headquarters at Davanagere should receive detailed consideration.
  3. The practical advantages of the Central Region should be compared with the proposed Western Region.
  4. Recognised Service Associations should be consulted before finalising the Regional structure.
  5. The final configuration should be geographically coherent, administratively accessible, operationally efficient and financially sustainable.
  6. The decision should be based on objective administrative parameters rather than merely on the number of Divisions.

Matter Taken Up at All India Level

The issue has also been taken up by the All India Postal Employees Union Group ‘C’, CHQ, New Delhi.

In its communication dated 1 October 2026 addressed to the Secretary, Department of Posts, the CHQ forwarded the Karnataka Circle representation and requested that the three alternative proposals be examined objectively and comprehensively, with particular consideration to the Central Karnataka Region with Headquarters at Davanagere.

The CHQ has highlighted geographical accessibility, administrative convenience, connectivity, workload, infrastructure and other relevant factors for consideration before finalisation of the Regional structure.
