BP RASA Requests Revision and Early Publication of PLI Rules Manual ‘Sankalan’; Seeks Dedicated Online Repository on India Post Website

# BP RASA Seeks Revision and Early Publication of Postal Life Insurance Manual ‘Sankalan’

The Bharatiya Postal, RMS, Administrative Supervisors Association (Group ‘B’) has requested the Department of Posts to revise and publish the Postal Life Insurance (PLI) Rules Manual, known as **‘Sankalan’**, incorporating all amendments, modifications, clarifications and instructions issued after 2021.

In a letter dated **12 October 2026**, addressed to the Director General (Posts), Dak Bhawan, New Delhi, the association highlighted the need for an updated and comprehensive manual to help postal employees access the latest rules and procedures relating to Postal Life Insurance.

## Existing PLI Manual Requires Updating

The Department of Posts issued the ‘Sankalan’ manual in 2021 as a reference document for officials and employees involved in PLI-related work. However, several amendments, modifications and new instructions have been issued since its publication, resulting in changes to various provisions of the original manual.

The association pointed out that employees, particularly those working at the post office level, are often required to refer to multiple circulars, orders and clarifications issued at different times to determine the latest applicable rules. This process is time-consuming and may create difficulties in the day-to-day administration of PLI services and the delivery of services to policyholders.

## Changes in PLI Rules and Procedures

The representation highlights changes in several areas of Postal Life Insurance, including provisions relating to claims, suicide-related provisions, online payment facilities and other operational and procedural matters.

According to the association, revising the existing manual would provide employees with a single, consolidated and authoritative reference, promoting uniformity and clarity in the implementation of PLI rules throughout the country.

## Demand for an Official Online Repository

The association has also requested the creation of a dedicated section on the official India Post website for PLI rules, orders, circulars, amendments, clarifications and other departmental instructions.

It has suggested that the repository be systematically maintained and updated regularly, with new instructions uploaded promptly. The documents should preferably be arranged chronologically and classified subject-wise to enable employees to locate relevant information quickly.

The association noted that a similar arrangement is followed for Post Office Savings Bank rules and instructions, which are made available through the official India Post website.

## Key Requests Made to the Postal Directorate

The Bharatiya Postal, RMS, Administrative Supervisors Association has requested the Department of Posts to:

1. **Revise and update the ‘Sankalan’ PLI Rules Manual**, incorporating all amendments, modifications, clarifications, new rules and instructions issued after 2021.
2. Publish the revised manual at the earliest and circulate it for the guidance of all concerned officials.
3. Incorporate significant changes relating to claims, suicide-related provisions, online payments and other PLI procedures.
4. Make the updated manual available in PDF format on the official India Post website for convenient access by employees across the country.
5. Establish a dedicated online repository for PLI-related orders, circulars, amendments, clarifications and instructions.
6. Ensure that future changes and procedural instructions are uploaded promptly, with appropriate dates and subject-wise or chronological classification.

## Expected Benefits for Postal Employees and Policyholders

An updated PLI manual and an accessible online repository would help employees obtain authentic and current information from a single official source. This could reduce the time spent searching through scattered instructions, minimise confusion regarding revised procedures and improve administrative efficiency.

The initiative is also expected to support the consistent implementation of PLI rules and contribute to more efficient and effective service delivery to policyholders.

## Association Seeks Early Action

The association has urged the Postal Directorate to consider the matter on priority and take the necessary steps for the early revision and publication of the ‘Sankalan’ PLI Rules Manual, along with the establishment of an easily accessible and regularly updated online repository.

The letter was signed by **Sachin M. Brahmbhatt, General Secretary, BPRASA (Group ‘B’), CHQ, New Delhi**.

The representation underlines the importance of keeping departmental manuals up to date and ensuring that postal employees have easy access to officially approved rules and procedures while performing their duties.
