BP RASA Requests Early Publication of Updated POSB CBS Manual and Free PDF Availability on India Post Website
# BP RASA Requests India Post to Publish Updated Post Office Savings Bank CBS Manual on Official Website
The Bharatiya Postal, RMS, Administrative Supervisors Association (Group ‘B’), an All India Industrial Unit of BPEF/BMS, has requested the Department of Posts to issue an updated **Post Office Savings Bank (POSB) Core Banking Solution (CBS) Manual** and make its PDF version available on the official India Post website.
In a letter dated **11 October 2026**, addressed to the Director General (Posts), Dak Bhawan, New Delhi, the association highlighted the need for a consolidated and updated reference manual incorporating all amendments, revised procedures and new rules introduced since 2021.
## Existing CBS Manual Requires Revision
The Department of Posts had issued the *CBS Manual – Updated up to 2021* to provide employees with a comprehensive reference covering rules, procedures and guidelines relating to Post Office Savings Bank operations and financial services.
However, several changes and amendments have reportedly been introduced since 2021 in POSB and CBS-related services. Procedures relating to ECS, RTGS, Internet Banking, Net Banking and other financial services have also undergone changes.
As a result, the association pointed out that the existing manual no longer provides a sufficiently comprehensive and updated reference for employees handling day-to-day banking operations and customer transactions.
## Employees Face Difficulties in Accessing Updated Rules
According to the association, employees are often required to refer to multiple circulars, orders, amendments and instructions issued at different times to identify the latest applicable rules. This process consumes valuable working time and may create confusion while handling customer-related transactions and resolving operational issues.
The association also expressed concern that updated versions of POSB CBS manuals and related rule books are reportedly being prepared and sold by private individuals or agencies, compelling some postal employees to purchase these materials at their own expense.
The letter further noted that Postal Training Centres had reportedly been entrusted with updating the manual and that the prepared material was submitted to the Postal Directorate approximately a year ago. The association has requested a review of the status of this exercise.
## Key Requests Made to the Postal Directorate
The association has requested the Department of Posts to take the following steps:
1. **Publish the updated POSB CBS Manual** at the earliest, incorporating all amendments, modifications, new rules and instructions issued after 2021.
2. Include the latest procedures and guidelines relating to ECS, RTGS, Internet/Net Banking and other Postal Savings Bank and CBS-related financial services.
3. Make the updated manual available in **PDF format on the official India Post website**, allowing employees across the country to access it free of cost.
4. Provide employees with a single, consolidated and authoritative reference manual, reducing dependence on multiple circulars and instructions.
5. Expedite publication of the revised manual so that postal employees can perform their duties with greater clarity and in accordance with the latest rules and procedures.
## Benefits of an Updated Official Manual
An updated and officially published CBS Manual would help postal employees access the latest procedures from a single source. It could reduce confusion, save working time and support the accurate handling of Post Office Savings Bank transactions.
Free online availability would also ensure that employees working in different circles, divisions and post offices can access the same authoritative information without having to purchase privately published materials.
## Association Seeks Priority Action
In its concluding appeal, the Bharatiya Postal, RMS, Administrative Supervisors Association, Group ‘B’, has requested the Postal Directorate, New Delhi, to consider the matter on priority and arrange for the early publication of the revised POSB CBS Manual along with its PDF version on the official India Post website.
The letter was signed by **Sachin M. Brahmbhatt, General Secretary, BPRASA (Group ‘B’), CHQ, New Delhi**.
The request highlights the importance of maintaining updated operational manuals to ensure consistency in banking procedures, improve employee efficiency and strengthen customer service across the Department of Posts.
