GDS Online Engagement: New SOP for Suspected Identity Disguise and Demographic Discrepancies
The Department of Posts has issued a Standard Operating Procedure (SOP) for handling discrepancies in demographic details and suspected cases of identity disguise during GDS Online Engagement. The Office Memorandum, issued by the GDS Section on 21 September 2026, aims to establish a uniform and time-bound procedure across all Postal Circles.*

Key Points of the New SOP
The SOP addresses cases involving significant discrepancies between Class X examination records and identity documents, particularly changes in the candidate's name, parentage and date of birth.
🔎 Cases That May Trigger an Inquiry
Engaging Authorities are required to exercise heightened vigilance during document verification and pre-engagement training. The indicative triggers include:
- Significant differences between the candidate's documented age and physical appearance.
- Cross-state educational and residential inconsistencies.
- Major differences in name, parentage or date of birth across identity documents.
- Unusual schooling timelines or age progression.
- Photographic or biometric inconsistencies between application, certificates, identity documents and the candidate appearing in person.
📄 Additional Verification
In suspected cases, provisional engagement or joining formalities may be kept on hold pending inquiry, with the candidate informed of the reasons.
The candidate may be asked to provide:
- Aadhaar demographic update history downloaded through the myAadhaar portal.
- Gazette notification, adoption deed, court documents or marriage certificate where applicable.
- At least two additional government-issued photo identity documents such as PAN, Voter ID, Driving Licence or Passport.
- Earlier and subsequent educational records, including Class VIII records, Class XII certificates and school leaving/character certificates.
⚖️ Inquiry and Opportunity to Explain
Where the preliminary documents do not resolve the discrepancy, the Engaging Authority may conduct a detailed inquiry. This can include a Show Cause Notice, an opportunity for personal hearing, cross-verification of identity documents and, where necessary, field-level verification of identity and address.
📌 Action Based on Findings
The SOP distinguishes between genuine discrepancies and deliberate identity-related violations.
Bona fide/clerical discrepancy: Where a variation is established as a typographical error or a legally valid change, the withholding order may be revoked and provisional engagement allowed.
Deliberate concealment, identity disguise or forgery: Where manipulation of records, identity disguise to circumvent eligibility criteria or submission of fake certificates is established, candidature may be cancelled before final engagement. If the candidate has already been provisionally engaged, termination action may be initiated under the applicable GDS rules. The SOP also provides for an FIR under relevant provisions and circulation of details to CEPT for blacklisting across future GDS engagement cycles.
The instructions are to be implemented by Engaging Authorities across all Circles, with the objective of ensuring consistent verification, procedural fairness and prevention of identity-related irregularities in GDS Online Engagement.
