Online Verification of Caste/Category Certificates Introduced for GDS Engagement
The Department of Posts has issued important guidelines for the verification of caste/category certificates through QR codes, official online portals and DigiLocker in connection with GDS Online Engagement. The instructions were issued by the GDS Section, Department of Posts, vide letter No. 17-03/2024-GDS dated 07.09.2026.

Online Verification Permitted
The Department has decided that caste/category certificates relating to OBC, SC, ST and EWS may be verified through official State/UT online mechanisms, QR codes or DigiLocker, wherever such facilities are officially available. However, the legitimacy of the concerned government portal must be carefully authenticated before accepting the verification.
The decision comes in the backdrop of difficulties faced by Postal Circles in obtaining physical verification reports from State authorities, particularly in Haryana, which had resulted in delays in issuing regular GDS engagement orders.
Special Provision for Haryana Certificates
In respect of certificates issued by the Haryana Government, the QR code or verification URL provided on the certificate may be used for online verification, as the State Government has specifically informed that physical verification is no longer required.
Verification Through Official Government Portal is Essential
The Department has made it clear that merely having a QR code, barcode or web link on a certificate is not sufficient to establish its genuineness.
The engaging authority must ensure that the QR code or verification link redirects to the official website/portal of the concerned State/UT Government or competent issuing authority. Verification through an unauthorised, private or unverified website should not be accepted.
Further, the details available on the official portal—including the certificate number, candidate's name, category, date of issue and other relevant particulars—must be matched with the original certificate submitted by the candidate.
DigiLocker Verification
Where caste/category certificates are available in DigiLocker and verification through DigiLocker is enabled, the same may also be utilised. Circles may prefer DigiLocker verification wherever practicable as an additional reliable electronic source.
Proper Record of Verification Must Be Maintained
Where an online portal provides a downloadable verification report, the report should be obtained and kept on record.
If the portal does not provide a downloadable report, the engaging authority or IP/ASP (HQ) should record the date of verification, name of the portal/website and certificate number, and certify that verification was carried out through the official portal and the certificate was found genuine. A screenshot or printout of the verification result may also be retained wherever feasible.
Pending Revision of GDS SOP
Pending incorporation of these provisions into the revised GDS Online Engagement SOP, Circles may utilise officially prescribed online verification mechanisms of the concerned State/UT Governments, subject to the prescribed safeguards.
For Haryana Government certificates, the existing QR code/online verification facility may accordingly be utilised.
Conclusion
The new provision is aimed at making the GDS engagement process faster, more transparent and efficient, while ensuring that certificate verification remains secure and properly documented. At the same time, strict authentication of the official government portal and matching of certificate particulars are essential before treating any certificate as verified.
All Postal Circles should follow these guidelines carefully to avoid delays in the issue of regular GDS engagement orders and to ensure proper compliance with the prescribed verification procedure.
