Non-Migrated KVP/NSC Certificates: Guidelines for Discharge Without Account Opening Forms
The Department of Posts has issued instructions regarding the discharge of non-migrated Kisan Vikas Patra (KVP) and National Savings Certificate (NSC) certificates where the Account Opening Forms are not available at the office of issue.

The Financial Services Division, Department of Posts, through its communication dated 12 March 2025, has advised Circles to follow the measures communicated by the PA Wing for timely disposal of such cases.
Key Instructions

Issue of No Discharge CertificatePAOs may provide a “No Discharge Certificate” based on the physical and/or electronic records available with them.

Records Not AvailableIf the required records cannot be traced, the PAO should inform the office of issue for further necessary action, with intimation to the Head of the Circle.

Payment by Post OfficesWhere the PAO is unable to trace the records, post offices may make payment of non-migrated certificates after due verification of the available records by designated officials at their end.
The Department has requested all concerned authorities to take necessary action in accordance with the instructions issued by the PA Wing. The communication was issued with the approval of the competent authority and circulated to all Heads of Circles.
