Limited Trade Union Facilities Extended to AIPEU Group ‘C’ Employees
The Department of Posts has extended certain limited Trade Union facilities to the All India Postal Employees Union (AIPEU) Group ‘C’, in compliance with the judgment of the Hon’ble High Court of Jharkhand in W.P. No. 3395 of 2023.

The decision has been communicated by the SR Section, Department of Posts, Ministry of Communications, vide F. No. SR-09/7/2023-SR-DOP dated 16 September 2026.
Background
The All India Postal Employees Union Group ‘C’, an Association of recognized employees under the CCS (RSA) Rules, 1993, had approached the Hon’ble High Court of Jharkhand seeking extension of limited Trade Union facilities that had been granted to the Bharatiya Postal Employees Federation (BPEF) and its affiliated associations.
The Hon’ble High Court, through its judgment dated 06.12.2025, directed the Department to extend similar treatment to AIPEU Group ‘C’.
Accordingly, with the approval of the competent authority, the Department of Posts has extended the following limited facilities to AIPEU Group ‘C’:
Facilities Extended

Channel of communication with the concerned authorities.

Meetings with senior officers, including:
- Circle Heads
- Regional Heads
- Divisional Heads

Office accommodation, subject to availability.

Special Casual Leave (SCL) of 7 days to office bearers at Circle, Regional and Divisional levels for attending:
- All India Conference
- Executive Committee meetings
- Union seminars with senior officers
- Other meetings when called for.

Immunity from transfer to two office bearers at Circle, Regional and Divisional levels from their Head-Quarter.
Facilities Subject to Further Proceedings
The order clarifies that the above Trade Union facilities will remain in force until completion of the membership verification process and subject to the outcome of LPA No. 436 of 2026, filed before the Division Bench of the Hon’ble High Court of Jharkhand challenging the judgment dated 06.12.2025 in W.P. No. 3395 of 2023, whichever is earlier.
Important Clarification
The Department has specifically stated that the grant of these limited facilities shall not be construed as recognition or restoration of recognition of the All India Postal Employees Union Group ‘C’.
The de-recognized status of the Association will continue to be governed by the applicable provisions of the CCS (RSA) Rules, 1993 and instructions issued by the Department from time to time.
