RPLI Eligibility Criteria Expanded: Operative Savings Bank Account Now Accepted
The Department of Posts has expanded the eligibility criteria for Rural Postal Life Insurance (RPLI) by introducing an additional eligibility route based on maintaining an operative Savings Bank Account with the Post Office Savings Bank (POSB) or any Scheduled Bank in India.
The instructions were issued by the Directorate of Postal Life Insurance on 14 August 2026 through F. No. 92-1/2026-LI and are effective immediately until further orders.

🏦 New RPLI Eligibility Criterion
Earlier, RPLI eligibility was primarily based on the applicant permanently residing in a rural area. The new instructions add an operative Savings Bank Account as an alternative eligibility criterion.
Accordingly, a person maintaining an operative Savings Bank Account with POSB or any Scheduled Bank in India can also be eligible to purchase RPLI, subject to the existing RPLI rules and underwriting requirements.
✅ What is an “Operative Savings Bank Account”?
An account will be treated as operative only when it is:
- Active and KYC-compliant
- Not frozen or blocked
- Not dormant or inoperative
- Not closed
For a Scheduled Bank account, there must normally be at least one customer-initiated transaction during the preceding 24 months. For POSB accounts, the status reflected in CBS will be treated as conclusive.
Example
If an RPLI proposal is submitted on 14 August 2026, a Scheduled Bank account should have at least one customer-initiated transaction between 15 August 2024 and 14 August 2026 to qualify as operative.
📄 Acceptable Proof of Operative Account
The following Physical/Digital proofs can be used:
- CBS status for POSB accounts
- Email statement issued by the bank
- Mobile banking screenshot
- ATM statement
- Passbook updated within the last three months
A physical bank certificate need not be insisted upon when acceptable digital proof is already available.
📝 Important: Account Number Alone Is Not Enough
An RPLI proposal cannot be accepted merely on the basis of the Savings Bank account number. The operative status must be established through acceptable Physical/Digital proof.
If the submitted proof appears doubtful, altered or inconsistent, fresh proof should be obtained from the customer.
🏤 Procedure at BO, SO and CPC
Branch Post Office (BO)
The BO will:
- Determine the customer's eligibility route.
- Obtain account details and acceptable proof.
- Verify the operative status.
- Generate the proposal through the DREAM PLI App.
- Collect mandatory documents.
- Forward the proposal to the SO.
Sub Post Office (SO)
The SO will:
- Re-verify the operative account status.
- Check the completeness of documents.
- Index the proposal under “Operative SB Account”.
- Forward the physical file to the CPC.
Central Processing Centre (CPC)
The CPC will verify the account eligibility proof and apply all existing RPLI underwriting requirements, including age, sum assured, medical and financial requirements. These existing norms remain unchanged.
📊 Monitoring and Audit
Circle Offices will monitor policies issued under this new eligibility criterion for 24 months, covering parameters such as mortality, lapsation, persistency, claims, fraud indicators and operational issues. Six-monthly monitoring reports are to be submitted to the PLI Directorate.
Divisional Offices will conduct 100% verification for the first three months, followed thereafter by periodic random checks.
