PLI/RPLI Death Claims: Proposal to Increase Waiver Limit to ₹5 Lakh and Delegate Powers to Senior Postmasters

The Directorate of Postal Life Insurance (PLI), Department of Posts, has proposed revisions to the existing provisions relating to waiver of succession certificate in PLI/RPLI death claims to facilitate quicker settlement of claims and improve service delivery.

The proposal was communicated to all Heads of Circles through a letter dated 5 August 2026, seeking comments and inputs before taking a final decision.

Proposal to Increase the Monetary Limit

One of the key proposals is to enhance the existing monetary limit for waiver of the succession certificate from ₹3 lakh to ₹5 lakh.

The proposed enhancement would apply to PLI/RPLI death claims where:

  • No nominee exists; or
  • The nominee has predeceased the insured.

The proposed increase is intended to facilitate faster settlement of eligible death claims.

Delegation of Powers to Senior Postmasters

Another important proposal is to delegate powers for waiver of the succession certificate to Senior Postmasters and Postmasters of all Head Post Offices.

The proposed delegation would remain subject to fulfilment of the prescribed conditions and submission of the required documents mentioned in the Directorate's earlier letter No. 25-01/CLF/2012-LI (Vol-I) dated 07.01.2019.

Comments Sought from Circles

The Directorate stated that requests had been received from some Circles seeking revision of the existing monetary limit and extension of delegated powers.

Before taking a final view on the proposals, the Directorate has decided to obtain comments and inputs from all Circles.

All Circles were requested to furnish the requisite information to the Directorate by 10 August 2026 to enable examination of the proposal and further necessary action.

Expected Impact

If approved, the proposed changes could simplify the process for eligible PLI/RPLI death claims, reduce the need for obtaining succession certificates in qualifying cases and enable faster claim settlement at the appropriate postal level.

The proposal is currently under consideration, and the document does not constitute a final approval or implementation order.
